`.. The proposed changes to the PUD require the preparation of a new stormwater
management plan and the property owner must apply for a new stormwater permit from
the MPCA.
Wastewater Treatment
The wastewater treatment system is being redesigned as part of these changes. Three of
the originally proposed systems are being eliminated. A Septic Tank Effluent Pump
(STEP) system is being proposed where each unit would have a septic tank with an
advanced filtration system. The effluent from these systems would be pumped into a
pressurized line which would run to the disposal fields located just north of the proposed
storage units. The current MPCA permit will need to be modified to accomplish these
changes.
A re-plat is also needed for this development due to the relocation of nine units and to
provide for the individual ownership of the storage units. This is being handled in a
separate hearing.
The development concept being proposed continues to be a rent-back ownership
situation where investors purchase individual cabins. Both the cabin and the land
immediately under the cabin are sold. The remaining common space is owned by all
cabin owners and is managed by the resort association. As part of the rent-back
contract, the investor is required to rent the cabin or condominium a certain number of
weeks each year, with a concentration of those weeks during the summer.
The individual cabins are managed as a resort with all resort features and amenities
including an on-site resort manager. This arrangement continues in perpetuity with all
future investors.
_ 4
 .Tf
X
Pequot Lakes Staff Report 3(a)-2
April 17,2oo8
