Items for Planning Commission Consideration <br /> 1. The conditions call for preservation and restoration of areas within the Shore <br /> Impact Zone, except the beach and picnic area and the 8-foot walkway to the <br /> docks. <br /> a. We have had discussion on how the SIZ is currently being used in <br /> front of 12 through 22. Section A provided with this plan indicates <br /> that woody shrubs and herbaceous perennials are to remain in the SIZ <br /> with a minimum height of three feet. It should be clear that, in order <br /> to meet this standard, there will need to be restoration of areas that <br /> are now being maintained as turf. Other restoration throughout the <br /> resort will also be needed to comply with this detail. <br /> b. The plan proposes six additional docking approaches (two passive use <br /> docks, one PWC and ski dock,a dock at the boat launch and two docks <br /> for access to mooring slips) and a "Kyak and Sailing Staging Area" <br /> within the SIZ. There will be seven docking structures as opposed to <br /> the original single structure. The number of permanent slips is <br /> proposed to remain the same. <br /> 2. The plan proposes an additional accessory structure — toilets and first aid <br /> building—outside of the setback. <br /> 3. The developer still needs to provide an implementation schedule. <br /> 4. The number of moorings being proposed is consistent with the approval. It <br /> might be helpful to have identified which are proposed to have canopies. <br /> That number is limited to half the overall number of slips allowed. <br /> 5. The original walking trail has been expanded and is now proposed to be a <br /> multi-use trail. The CUP indicates that "all automobile traffic shall be <br /> banned". The proposal for a multi-use trail includes "resort-oriented <br /> vehicles" including golf carts type vehicles, snowmobiles and maintenance <br /> ATVs. <br /> 6. The proposed runoff control shown in Section C would prevent further <br /> erosion and address concerns with unauthorized grading that was done on <br /> existing beach. <br /> In general, the plan submitted evolves the resort from one proposing little or no impact <br /> within the shoreland setback to one proposing a much greater impact, albeit an impact <br /> that is heavily mitigated. There are virtues and disadvantages to be had with each <br /> approach, but the important point is that it is a different approach from what was <br /> originally approved. The Commission should discuss this aspect as well to ensure there <br /> is consensus on this evolution of the plan. <br /> If the Commission is comfortable with the plan, as presented or with modifications, Staff <br /> would like to raise some concerns regarding implementation. While the resort has been <br /> cooperative with us at all times, there has not been a high degree of diligence by the <br /> developer in ensuring that the conditions of prior approvals were adhered to. Where <br /> deficiencies were identified and even where there was agreement on how to correct <br /> them,the resort has been slow to act and ineffective. <br /> This plan, as presented, proposes a fairly meticulous landscaping regime,both for initial <br /> installation and ongoing maintenance. There is a lot of work to be done here and it <br /> requires great attention to detail.
