COMMUNITYGROWTH <br /> 1 N S T 1 T U T E n City of <br /> F ports in Small Tour Flaow0W 1 eatiot <br /> NEW BUSINESS—WILDERNESS RESORT VEGETATION PLAN eS <br /> Agenda Item:7(a) <br /> Background Information and Discussion: In November we met with the developer <br /> of Wilderness Point, Tom Steffens, and discussed implementation of the conditions of <br /> their Conditional Use Permit. Mr. Steffens agreed to return in January with a vegetation <br /> enhancement plan consistent with the conditions of approval. <br /> Tim Brastrup of the DNR Fisheries has provided comment in support of the proposed <br /> docking plan. <br /> Applicable Conditions of Approval <br /> 1. Prior to submission of a final plat application,the following shall occur: <br /> a. The developer shall submit an updated vegetation enhancement plan. <br /> The plan shall detail preservation areas (natural areas) and the <br /> mechanism for preservation. At a minimum,the plan shall: <br /> i. Restore and preserve all areas within the shore impact zone <br /> outside of the beach and picnic area, except for 8-foot walkways to <br /> the docking areas. <br /> ii. Restore and preserve all areas within a designated bluff. <br /> iii. Preserve all wetlands and all areas within 50 feet of a delineated <br /> wetland. <br /> iv. Provide screening between units 7, 8 41, and 45 and the adjacent <br /> residential property. <br /> v. Provide screening between the proposed storage units and the <br /> adjacent residential and DNR owned property. <br /> The plan must designate specie type and density. The plan must also <br /> specify an implementation schedule. <br /> b. The vegetation enhancement plan shall be reviewed by the Planning <br /> Commission. The plan will be revised as directed by the Planning <br /> Commission. <br /> c. Following review and revision as directed by the Planning Commission, <br /> the vegetation enhancement plan shall be accepted by the Planning <br /> Commission and then become a controlling document for the <br /> development. <br /> io. The applicant shall be allowed 40 moorings. No more than 20 moorings shall be <br /> eligible for a shore station or other type of covering or canopy. <br /> ii. The placement of the docks shall be done at the direction and recommendation of <br /> the Department of Natural Resources. <br /> 12. The road in the bluff and shoreline setback shall be removed and re-vegetated. <br /> An 8-foot wide walking trail may replace the road; however, all automobile traffic <br /> shall be banned. The walking trail shall be constructed with pervious materials. <br /> 17. The requested second beach is not allowed as part of this approval. Restoration <br /> of the unauthorized grading on the easterly shoreline shall be completed by June <br /> 1, 2008. Plantings will be reinspected in August of 2oo8. This work shall take <br /> place under a separate permit that must be submitted by May 1, 2oo8. <br /> 18. Restoration of the unauthorized grading on the westerly shoreline shall be <br /> completed by June i, 2oo8, unless a separate Conditional Use Permit for grading <br /> has been applied for. <br /> Pequot Lakes Staff Report 7(a)-1 <br /> January 15,2oo9 <br />
