5. Common Expense Assessment Lien. Each Common Expense <br /> assessment levied against a membership shall be a personal obligation of the Member <br /> who lowns the membership and a lien against the Member's membership. The lien shall <br /> be prior to all other liens, except (i) the lien of any authorized first blanket mortgage <br /> encumbering the entire Property; (ii) the first lien of any bona fide lender perfected <br /> against the membership owned by the Member and (iii) the lien of any real estate taxes <br /> or assessments imposed by any governmental authority. The Association's lien may be <br /> foreclosed. <br /> 6. Rules. The Board may approve and implement such reasonable Rules at <br /> it deems necessary from time to time for the purpose of operating and administering the <br /> Association and regulating the use of the Property; provided, that the Rules shall be <br /> consistent with the Governing Documents and with all statutes, covenants, agreements <br /> and contracts with which the Association is obligated to comply. New or amended <br /> Rules shall be effective only after reasonable notice thereof has been given to the <br /> Members. <br /> 7. Records. The Board shall cause to be kept at the principal place of <br /> business of the Association, and at such other place as the Board may determine, <br /> records of the actions of the Board, minutes of the meetings of the Board, minutes of <br /> the meetings of the Members of the Association, names of the Members and accurate <br /> records of the receipts and expenditures of the Association. All Association records, <br /> including receipts and expenditures and any vouchers authorizing payments, shall be <br /> available for examination by the Members and any mortgagee of the Property upon <br /> reasonable notice and during normal business hours. <br /> 8. Financial Report. The Association will supply the Members, as soon as <br /> practicable after the end of each fiscal year, with a report showing the financial condition <br /> of the Association during the preceding fiscal year. <br /> ARTICLE IX <br /> USE RESTRICTIONS <br /> All Members and occupants, and all secured parties, by their acceptance or <br /> assertion of an interest in the Property, or by their occupancy of a Unit, covenant and <br /> agree that, in addition to any other restrictions which may be imposed by the Act or the <br /> Governing Documents, the occupancy, use, operation, alienation and conveyance of <br /> the Property shall be subject to the following provisions: <br /> 1. Residential Use. The Units shall be used by Members and occupants and <br /> their guests exclusively for business purposes consistent with the City of Pequot Lakes <br /> Land Use Ordinance. <br /> 2. Leasin . The subleasing of Units shall be subject to reasonable regulation <br /> by the Association as well as all applicable rules and regulations of the City of Pequot <br /> Lakes and Crow Wing County. All the subleases shall provide that they are subject to <br /> 10 <br />
