� <br />� <br />City Council Minutes <br />July 3, 2012 <br />Page 3 of 7 <br />COUNCIL MEMBER AKERSON MOVED TO ADOPT RESOLUTION 12- <br />21 ACCEPTING RESIGNATION OF CATHY MALECHA FROM THE <br />CITY COUNCIL AND DECLARING A VACANCY. COUNCIL MEMBER <br />RYAN SECONDED THE MOTION. MOTION CARRIED 3-0. <br />Council Member Akerson suggested that the City do something to honor <br />Cathy Malecha for all that she has accomplished in the City. <br />COUNCIL MEMBER RYAN MOVED TO APPOINT RYAN BUELL TO <br />THE COUNCIL TO FILL THE VACANCY ON THE COUNCIL. COUNCIL <br />MEMBER AKERSON SECONDED THE MOTION. <br />Mayor Adams called the motion out of order. <br />The City Clerk noted that the previous motion to accept the resolution <br />requested letters of interest from residents interested in the appointment. <br />After much discussion Council Member Ryan withdrew his motion and <br />Council Member Akerson withdrew his second to the motion. <br />11.3. Citv Website Upqrade <br />The Clerk informed the Council that the website design is complete and <br />that staff is in the process of adding and rearranging content. She noted <br />that if there are any suggestions regarding the website that the Council <br />should contact staff. <br />11.4. Reminder of Special Council Meetinq — Julv 10 <br />The Clerk reminded the Council of a special council meeting to be held on <br />July 10 for the issuance of the G.O. Utility Refunding Bonds. Council <br />Member Ryan noted that the City is moving forward with the refunding of <br />the water utility bond. He informed the Council that the City has received <br />an A-1 bond rating. The refunding will save the City approximately <br />$178,000 and shorten the length of paying the bonds by seven (7) years. <br />5. Presentations <br />5.1. Mural Recoqnition <br />Mayor Adams thanked all involved in the creation and painting of the <br />mural on the Pfeiffer Drug building. The Mayor noted that the project was <br />possible due to a grant that was received from the Five Wings Art Council. <br />� Dave Guenther and his art students designed the mural. The painting of <br />
