CSAH 11 CORRIOR STUDY REPORT
children to commute to school.
` In addition, it is anticipated that the high degree of tourism experienced will provide economic benefits to
both communities. Prior to this study, there have been no official studies to test these theories or potential
alignments developed, beyond sketches, to determine if such a trail is technically feasible,
environmentally compatible, economically viable, and publicly acceptable.
Local civic groups have recently expressed an interest in seeking grant funding for a trail facility, but in
order to advance the trail concept and seek potential funding sources, this study was prepared to
document the feasibility of the trail concept.
This subarea study provided a high level look at the feasibility and cost of providing a trail between
Pequot Lakes and Breezy Point along CSAH 11. Please see Appendix A for a graphic of the trail
concept. Highlights of the trail subarea study graphic include:
• This map shows the CSAH 11 study area and identifies the subareas
• Map also shows the potential trail alignments between Pequot Lakes and Breezy Point
• Map is more conceptual than the other drawings
• Trail generally fits within the existing right-of-way
• Trails are coded to a typical section (see insets on bottom of graphic)
• Construction cost estimate $2.76 million (see Appendix E for detail)
o$1.75 million in Pequot Lakes
o$1.01 million in Breezy Point
The trail is ultimately the cities responsibility. Paul Bunyan Scenic Byway group or local snowmobile
clubs in coordination with the cities should be contacted if they want to pursue trail construction and
. funding. The County will not be a funding partner in the trail construction or maintenance, but will
support the trail being placed in the County's right-of-way if it is determined that it is the most feasible
route.

PEQUOT LAKES SUBAREA
This subarea study focused on the impacts of the bypass. CSAH 11 will be the primary access to the
community once the bypass is in place. Although the City of Pequot Lakes representatives indicated that
the comprehensive plan states that land use designations will remain the same as they are today, the City
will likely receive considerable development interest around this future high activity intersection and land
use designations could change at the discretion of future City Council action. This study investigated the
supporting roadway need around this intersection to manage access in the long term. With this plan in
place, the City of Pequot Lakes and potential developers will be able to better understand traffic needs
and align access to conform to the plan if land .-
use changes are approved.
