The two intersections that will most likely need attention first are CSAH 11
at Edgewood Farm Road (the primary school access) and CSAH 11 at Ranchette Drive. A Phase I ICE
was completed for these intersections. The existing conditions modeled in the ICE include the proposed
2012 improvements as the baseline condition. Please see Appendix C for a copy of the ICE.
SAH 11 SUBAREA
As the corridor study evolved, areas that needed further attention emerged and were developed as subarea
studies. These focused study areas are as follows:
• Trail connection between Pequot Lakes and Breezy Point
• Pequot Lakes (between existing TH 371 and proposed TH 371)
• Eagle View Elementary School
• Ranchette Drive
• Whitebirch Drive
• Ackerson / Buschmann Road Corridor
Below is a summary of each of the subareas. A graphic highlighting the different subareas is contained in
Appendix A. Planning level cost estimates have been prepared for the corridor improvements and are
included in Appendix E. These estimates are very high-level and need to be revisited and refined as
improvements are further developed in the future.
CSAH 11 TRAIL SUBAREA
Although the paved shoulders of CSAH 11 between Pequot Lakes and Breezy Point are a designated
segment of the Paul Bunyan Byway, they do not provide the inherit safety for use by all ages as does a
separated trail, nor the opportunity for added scenic beauty. Consequently, there has been a long-standing
desire to connect the Cities of Breezy Point and Pequot Lakes with a separated, paved, and multimodal
trail.
Local officials have discussed the possibility
of using the trail for purposes beyond
recreation, including use as a potential
commuter route between the communities and
as an alternative mode for student travel. Due
q,;
to the proximity of the Eagle View Elementary `
School at the Pequot LakesBreezy Point city
limit and considering the development of
Breezy Point as a"bedroom community", it is
believed that a properly installed facility may
provide a limited alternative means for

Prepared by: Bolton & Menk, Inc.
CSAH 11 Corridor Study
.+
,;, _

Page 5
