CSAH 11 CORRIOR STUDY REPORT
 REVIEW OF FORMER PLANS
The following documents were referenced through the study.
• Pequot Lakes Draft Comprehensive Plan (Apri12011)
• Pequot Lakes Downtown Plan (2008)
• Pequot Lakes Highway 371 Alternate Route Study Group (2007)
• Breezy Point Comprehensive Plan (2010)
• From Mn/DOT
o TH 371 EIS
0 371 ICE (CSAH 11 Intersection)
o Minnesota Origin Destination Survey Transfro Report - September 2002
o Traffic Report from August 2002
o Traffic Report from November 2003
o Highway 371 Transportation and Land Use Plan for Cass and Crow Wing County -
December 2003.
o Mn/DOT Bypass Layout (CAD) — with and without interchange
TRAFFIC STUDY
The CSAH 11 Traffic Technical Memorandum contained in Appendix B documents the site review, data
collection, crash analysis, existing traffic, future traffic volumes, and need for signalization. As the study
progressed, this information was used to assist the development of recommendations and next steps.
LAND USE ANALY515 / FUTURE TRAFFIC GENERATORS
Many factors were considered when determining the growth that will occur in the future. The past studies
that were completed for the TH 371 bypass were reviewed, the City comprehensive plans, County growth,
and available lots for development were reviewed.
TRAFFIC ANALYSIS / FORECASTS
The traffic forecasts were developed using some trip generation as discussed above, County growth
projections, as well as building on the EIS work that was completed with the TH 371 bypass study. The
forecasts for CSAH 11 in 2030 range from approximately 12,400 vehicles per day near the proposed
interchange to approximately 8,600 vehicles per day near Breezy Point. These traffic demands should be
able to be supported by a two-lane facility with some spot safety and intersection capacity improvements.
Generally, a two lane roadway can serve up to 12,000 to 15,000 vehicles per day.
CRASH HISTORY / SAFETY
The corridor operates relatively safely today, with only 34 crashes over the 5 mile stretch of roadway
between TH 371 in Pequot Lakes and CSAH 4 in Breery Point over 5 years. There have not been any
fatal or severe injury crashes during that period.
INTERSECTION CONTROL
In the future, improved intersection control will be needed to accommodate the growing traffic volumes.
The intersection with the proposed TH 371 bypass alignment will warrant a signal when constructed.
,,..
