City Council Minutes
June 3, 2014
Page 2 of 4
-----------------------------
Board of Review in 2004 the market value was not increased for one
property owner due to the condition of Mr. Dahl's property. In 2007 all
properties adjacent to the Dahl property had their property values frozen
at the 2006 market value. The City continues to receive complaints. A
nearby property owner recently informed the City Clerk that if this property
is not cleaned up he will present a petition to reduce the market values of
their properties. On February 6, 2014 the letter from the City Attorney was
delivered to Mr. Dahl which outlined the violations of the City Code, the
Land Use Regulations and the Nuisance Conditions.
Currently the following items remain unresolved:
• An non-permitted single-wide mobile home does not meet the minimum
width requirement for a dwelling;
• Too many recreational vehicles;
• Exterior Storage;
• Refuse and debris;
• Too many animals;
• Septic systems may not be in conformance;
• Abandoned buildings; and
• Visual screening.
Property owner, Virgil Dahl stated that the pictures are not accurate. He
alluded that the pictures show items that are not currently on the property.
He noted that he is in compliance with the animals. He indicated that there
is 1 horse, a few chickens, 1 duck and a couple of rabbits on the property.
He noted there are no goats or pigs and the trailer is gone. He explained
that the reason the other trailer is present is because of access to water
and sewer. He explained that he will be taking down the barn this week
and he will be having a garage sale to get rid of the rest of the stuff.
Linda Johnson, 6254 1St Avenue SW, Pequot Lakes, stated that since last
July there has been a huge amount of work done on the property to clean
it up. The barn is being worked on right now and they are scrapping things
out.
Jerry Calhoun, 5810 Sibley Lake Road stated that he has seen that things
have not changed in the last 10 years. He explained that he was one of
the residents that requested to have his taxes lowered.
Virgil Dahl stated that he doesn't feel it is right that he is being prosecuted
and that the City is taking pictures of his property.
