Council Member Gardner stated that it is very difficult to put information on
the Chamber sign in the winter time.
Council Member Akerson stated that he agreed Council Member Sjoblad.
He stated that the City should be moving toward the future when it comes to
signage. He further noted that the only place digital signs would be allowed
is in the downtown mixed use area. By allowing these signs it would clean
up a lot of the painted signs. Council Member Pederson stated that if we
change the ordinance, every business will be allowed to have a digital sign.
Mayor Adams stated that the City has an approved comp plan which was
completed by members of the community. The residents and businesses
said they want the town to remain rural with an up north feel.
Council Member Akerson and Gardner noted that the Comp Plan is a
guideline to follow.
Council Member Gardner stated that he has heard from several people that
would like to see the sign ordinance changed. He stated that he wants this
to go back to planning and zoning for review.
COUNCIL MEMBER WITHDREW HIS MOTION. MAYOR ADAMS
WITHDREW HER SECOND.
MAYOR ADAMS MOVED TO TABLE THE ITEM AND TO SEND IT BACK
TO PLANNING COMMISSION FOR A MAXIMUM OF TWO MONTHS TO
RESEARCH A SIGN WITH THE UNDERSTANDING THAT THE COUNCIL
DOES NOT WANT TO CONSIDER BILLBOARDS, OR ANY SIGN THAT IS
BRIGHT AND FLASHING AND THAT THE SIGN WILL FIT WITHIN THE
RULES OF THE COMP PLAN. COUNCIL MEMBER GARDNER
SECONDED THE MOTION.
Council Member Sjoblad stated that the Planning Commission should start
the research from scratch with the understanding that the Council does not
want flashing signs.
MOTION CARRIED 5-0.
6.4. Rezoning Request by William and Ruth Habein
Justin Burslie explained that the applicant is proposing to rezone the
property located at 4143 County Road 16 from Forest Management to Rural
Residential. The property is approximately 25 acres and contains a single
family dwelling and six accessory structures.
July 17, 2014 Staff Report Page 3
