Direct Sale of Tax Forfeited Land <br /> Subject Property - .24 acres located adjacent to North Sleuter Road on the <br /> west side of Sibley Lake which includes 9 feet of lakeshore frontage on <br /> Sibley Lake. Justin Burslie noted that Crow Wing County is requesting to <br /> classify the subject tax forfeited property as "Non-Conservation". He noted <br /> that the Planning Commission has determined that the property is not <br /> developable due to the size and is recommending to reclassify it to non- <br /> conservation with the condition that the property be consolidated with <br /> adjacent property owned by the purchasing party. <br /> COUNCIL MEMBER SJOBLAD MOVED THAT THE PROPERTY BE <br /> RECLASSIFIED TO NON-CONSERVATION AND THE PROPERTY BE <br /> OFFERED FOR SALE TO THE ADJACENT PROPERTY OWNER WITH <br /> THE CONDITION THAT THE LOT MUST BE CONSOLIDATED WITH THE <br /> ADJACENT PROPERTY. COUNCIL MEMBER GARDNER SECONDED <br /> THE MOTION. MOTION CARRIED 5-0. <br /> 6.3. Ordinance Amendment Regarding Digital Signs <br /> Justin Burslie explained that the Chamber of Commerce, American Legion <br /> and School District have made application for an ordinance amendment to <br /> allow digital/changing message signs in the commercial areas of the City. <br /> The Planning Commission held a public hearing and had discussion on the <br /> proposal. Following the public hearing and discussion the Planning <br /> Commission recommended that the amendment be denied because it is in <br /> conflict with the community character section of the Comprehensive Plan <br /> and because the City has determined that dynamic displays will compromise <br /> the small-town, north woods feel and sense of place of the City. <br /> COUNCILMEMBER PEDERSON MOVED TO UPOLD THE PLANNING <br /> COMMISSION'S DECISION TO DENY THE ORDINANCE AMENDMENT <br /> TO THE SIGN ORDINANCE. MAYOR ADAMS SECONDED THE MOTION. <br /> Council Member Pederson indicated that he has studied and reviewed the <br /> sign ordinance many times while on the planning commission. He noted that <br /> dynamic signs could be a traffic hazard. He stated that he feels strongly <br /> against digital signs in the City. <br /> Council Member Sjoblad stated that the Legion would like a sign to indicate <br /> they provide meals and to list activities in the area. He further noted that gas <br /> stations are allowed to have a digital sign.
