Road Turnback Committee Update <br /> City Engineer Tim Houle stated that Crow Wing County has requested a <br /> proposal of what the City would like to see on different roadway segments. <br /> He explained that the roadway segments are roads that the County is <br /> proposing to turn back to the City which includes a segment of Highway 371. <br /> The Turn-back Committee has reviewed the roadway segments and put <br /> together a draft negotiation document. Tim Houle stressed that this is a <br /> negotiation document at this point. <br /> The Committee considered the affect that the additional mileage would have <br /> on the City in relation to budgets, equipment, and employees. There have <br /> been differences of opinion by the Committee relating to the roadway <br /> segments. Tim Houle stated that the biggest issue was the present Highway <br /> 371 as the Council has not made a decision on whether or not the City will <br /> accept the highway as a turnback. <br /> Council Member Pederson stated that the language in the turnback table <br /> states that the City wants to take possession of Highway 371. He suggested <br /> that the wording be changed to state "if the City decides to take possession" <br /> due to the fact that a decision has not yet been made. The Council <br /> concurred with the change. Discussion pursued on the timing of making this <br /> decision. It was the consensus of the Council that more information is <br /> needed before the Council can make the decision to accept the turnback of <br /> Highway 371. Council Member Gardner stated that if the County does not <br /> want to negotiate the future maintenance of the roads, he would not want to <br /> continue with the negotiations. Council Member Pederson stated that he is <br /> not ready to make a decision on Highway 371 because of the timing issue; <br /> in reality this will not affect the City for another ten years. He suggested that <br /> the City could consider taking back the county roads and not Highway 371 <br /> COUNCIL MEMBER GARDNER MOVED THAT THE HIGHWAY 371 <br /> TURNBACK COMMITTEE FORWARD THE INITIAL NEGOTIATING <br /> DOCUMENT RELATING TO THE HIGHWAY TURNBACKS TO CROW <br /> WING COUNTY.
