Council Member Pederson stated that if the property owners would not provide the amenities, it would be important for the City to cover the costs. The committee discussed retaining walls on the east side and reviewed poured concrete, and all its variations. If the heights to work out, the tops could be used for seating. The Committee would like to see alternate bids; one for a poured concrete with stone column accents every so often; the other a concrete segmental straight block wall with these accents. Sidewalk pavers, stamped and/or colored concrete sidewalks, and architecturally scored sidewalks were discussed. There was concern about not spending too much on horizontal features that cannot be seen by passer-bys or cannot be seen clearly during winter months. The Committee will probably look for some kind of architecturally scored patterns. Tim stated that he checked with three communities regarding text in sidewalks. Poetry has been done. Contests were run to choose the quotes. One suggestion is a contest of George Washington quotes. Maintenance— water freezing in the letters —does not seem to be an issue, but getting them properly constructed was a challenge for one community. Prices per location ranged from $50 to $150 to $450. Crosswalks were discussed. There are different ways besides striping to offset crosswalks which all cost additional money. Some have dissimilar materials which can create differential settlement and maintenance issues over time. Nothing set yet. Nelson Road Tim Houle stated that he met with Council Member Sjoblad, Mike Loven and the Township to review profile and cross section issues. The Township was informed that the City's first budget priority is North Washington. It is planned to bid North Washington in the spring. Wastewater Treatment Facility Plan Tim Houle stated that in looking at the Rapid Infiltration Basin option, he is looking into what additional treatment might be needed. 9.2. Highway 371 Turnback Committee: Tim Houle noted that the Committee is putting together a spreadsheet with all the various segments involved in the Hwy 371 project. The Planning Commission has provided input on the process. This spreadsheet is strictly an initial negotiating document intended for mostly the County as well as MnDOT. Each Committee member does not necessarily agree with every line in the spreadsheet, but, overall, it is a good place to start negotiations. January, 2014 Staff Report Page 3
