Justin Burslie explained that the Planning Commission held a public hearing <br /> to consider an ordinance to identify a penalty for land use violations. The <br /> Planning Commission is recommending adoption of the ordinance. <br /> COUNCIL MEMBER SJOBLAD MOVED TO ADOPT ORDINANCE 13-08 <br /> AMENDING CHAPTER 17 OF THE CITY CODE REGARDING PENALTIES <br /> FOR VIOLATION OF ORDINANCE. COUNCIL MEMBER PEDERSON <br /> SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> Council Member Akerson stated that he has heard comments regarding the <br /> City's sign ordinance and suggested that it may be time to relook at the <br /> City's comprehensive plan. The Council noted that the Comp plan has just <br /> been renewed and approved this year. <br /> 9.1. City Engineer Verbal Update <br /> City Engineer Tim Houle gave the following reports. <br /> North Washington Avenue <br /> A committee of Council Member Sjoblad, Council Member Gardner, Mike <br /> Loven and Tim Houle met to discuss aesthetics. Many possible <br /> enhancements were discussed including decorative street lights, banners, <br /> flower baskets, art, kiosks, retaining walls, planter urns, benches, bike racks, <br /> trash receptacles, sidewalk pavers, stamped and/or colored concrete <br /> sidewalks, architecturally scored sidewalks, text in sidewalks, water <br /> features, and crosswalks. <br /> The committee's thought was to look at decorative street lights more so <br /> along the CSAH 11 / Main Street corridor than north and south on <br /> Washington. However, the CSAH 11 / Main Street corridor would have to be <br /> worked on so that we could pick something appropriate for the south end of <br /> this project. We could possibly guess and at least put in underground <br /> conduit for the future. Part of any decorative pole is to determine what, if <br /> any, banners, hanging flower baskets, or decorations will be placed on the <br /> poles. <br /> The committee looked at water features in the bump outs. Because they <br /> require electrical and need proper sloping and drainage, and considering the <br /> amount of time each year they would be available, the Committee did not <br /> want to look into it further. <br /> The committee discussed different alternatives on art, kiosks, planter urns, <br /> benches, bike racks, and trash receptacles in the bump outs. The committee <br /> recommends using quality materials and good coatings that would last for <br /> the long-term. Having a unifying look is important.
