3. System Three, also on the easterly side of the property located closest to the existing villas will contain a total of 18 slips when completed and will extend approximately 125 feet into the water from the shoreline and will be 220 feet in width. Due to the continued expansion of aquatic vegetation (principally reeds and bulrushes) since plat approval in 2005, some of the surrounding aquatic vegetation in the area where the system will be placed (principally on the north side of the system) may have to be removed, which removal will be subject to obtaining a permit from the DNR as provided in Section 2 above. The location of System Two, as well as the locations of Systems One and Three, were approved by the DNR representative at an on-site inspection and subsequently approved by the planning commission as part of the CUP/platting process. Wilderness Resort, located on a 32 acre tract, contains 2653 feet of shoreline or approximately 9% of the total shoreline of Middle Cullen Lake (29,416 feet). The installation of System Two will require the removal of some bulrushes over an area of approximately 50 feet wide in and around the docking system. In fact, this area was selected as the location of the second docking system by the Developer and DNR because it would "result in the removal or damage to the least amount of aquatic vegetation." Additional Beach The present CUP of Wilderness allows for one beach approximately 140 feet wide to serve the entire resort which has 2653 feet of shoreline representing 9% of the total shoreline of Middle Cullen Lake (29,416 feet). The new CUP site plan would increase the width of the existing beach by approximately 35 feet as a result of moving the boat ramp to the north side of the beach to provide a safer boat launching area where vehicles and trailers will not have to traverse the entire beach access points to complete launching. Relocation of the ramp will require the removal of approximately 10 feet of aquatic vegetation on the north side of the beach to allow for installation of the boat launch. 5
