Report received by Council. <br /> 6.2. Department Survey <br /> 2013 Planning and Zoning Department Assessment surveys were <br /> acknowledged by Council. <br /> 6.3. North Washington Avenue <br /> Justin Burslie noted that the Planning Commission is submitting proposed <br /> enhancements to the design of North Washington Avenue for Council <br /> consideration. The enhancements consist of pedestrian seating areas, patio <br /> seating area, decorative lighting, retaining wall seating with lighting, <br /> ornamental bike rack and stamped asphalt crosswalk. <br /> Justin Burslie updated the Council on Wilderness Resort <br /> 9.1. North Washington Avenue Bids <br /> Tim Houle reviewed the bid results for the North Washington Avenue <br /> project. He noted that the City received four bids. He recommended that the <br /> Council accept the low bid from DeChantal Excavating at $185,190.54. <br /> Tim Houle reviewed the alternate bids received for the project. He noted that <br /> conduit and wiring was not included in the bids. <br /> Discussion was held regarding the possibility of directional boring if conduit <br /> isn't put in during the project. Tim Houle stated that it would be possible but <br /> to directional bore at a later date would not be as efficient. Tim Houle <br /> explained the benefit in using Type C oil that was specified in the alternate <br /> bid. Council Member Gardner questioned the lighting due to the cost. The <br /> Mayor suggested putting in 4 lights on Washington Avenue and 4 lights on <br /> Government Drive. Council Member Gardner stated that he would like to <br /> see 4 lights on the north side of the street. Council Member Sjoblad stated <br /> that there must be enough lighting for safety reasons. <br /> Council Member Gardner suggested not including the bench at this time. <br /> Discussion was held regarding the possibility of lowering the wall in some <br /> spots to provide seating. <br /> Tim Houle reminded the Council that construction testing and observation <br /> costs are additional project costs not included in the bid. <br /> Discussion continued regarding the amenities related to the alternate bids. <br /> COUNCIL MEMBER PEDERSON MOVED TO AWARD THE BASE BID OF <br /> $185,190.54 FOR THE NORTH WASHINGTON AVENUE <br /> April 17, 2014 Staff Report Page 2 <br />
