IMPROVEMENTS TO DECHANTEL EXCAVATING AND TO INCLUDE <br /> THE FOLLOWING ALTERNATES: TYPE C OIL, 4 STREET LIGHTS AND <br /> BASES, 2 BENCHES. COUNCIL MEMBER SJOBLAD SECONDED THE <br /> MOTION. THE MOTION CARRIED 4-1. COUNCIL MEMBER AKERSON <br /> OPPOSED. <br /> Council Member Akerson stated that he is not opposed to the project but <br /> that he would like to resolve the neighbor's concerns before accepting the <br /> bids. <br /> 9.2. Street Criteria Committee Update <br /> The Council reviewed evaluation criteria, scoring sheet and pavement <br /> condition definitions which were drafted by the Street Criteria Committee. <br /> Tim Houle explained that the criteria is a way to categorize and rank the <br /> streets and is meant to be a guide. <br /> 9.3. City Engineer Update <br /> Tim Houle updated the Council on the Highway 371 Turnback process. He <br /> noted that the County and MnDOT are reviewing the negotiation <br /> spreadsheet that was drafted by the Turnback Committee and reviewed by <br /> the Council. He explained that the County is requesting to negotiate a lump <br /> sum agreement on the turnbacks with the City which is the same process <br /> that MnDOT will be using with the roads it turns back to the County. <br /> The Council concurred that when the County has completed its review of the <br /> City's spreadsheet information it will be given to the Turnback Committee for <br /> its review. When the Turnback Committee has completed its review, it will <br /> then be forwarded to the City Council for review. <br /> D. Potential Violations/Enforcement Actions: The City <br /> Staff is currently working on the following potential violations/enforcement <br /> actions. We will report on each of these each month until they are resolved to the <br /> satisfaction of the Planning Commission. <br /> ➢ Virgil Dahl — This matter has been turned over to the City Attorney. <br /> Immediate corrective action required. (10/06 to present) <br /> ➢ Peterson, Gary— Extensive grading. Staff advised Mr. Peterson to file the <br /> Notice of Termination with the MPCA. (7/08) <br /> ➢ David and Renee Anderson — Lot Line Encroachment. Mr. Anderson has <br /> had his lot surveyed and this survey indicates one corner of his garage is 10.9 <br /> feet from lot line and the other is 8.9 feet from the lot line.
