COUNCIL <br />MEMBER PEDERSON SECONDED THE MOTION. MOTION CARRIED 4- <br />1. COUNCIL MEMBER AKERSON OPPOSED. <br /> <br /> <br />9.1. Highway 371 Update <br /> <br />Tim Houle gave the following update on the TH 371 project. <br /> <br />• MnDOT pre-qualified three design-build teams and is accepting price proposals <br />on October 14th. MnDOT anticipates a Notice to Proceed in November. <br />• The Construction Cost Share/Maintenance Agreement and the Jurisdictional <br />Transfer (Turnback) Agreement with Crow Wing County will be forth coming in <br />November. The Jurisdictional Agreement has some environmental review <br />language that needs to be clarified prior to the turnback. <br />• The Master Utility Agreement with MnDOT has been approved by the Council <br />contingent on any language issues. <br />• The Joint Powers Agreement and the Cooperative Construction Agreement with <br />MnDOT have been approved by Council. <br />• The CSAH 11 Bridge Design with MnDOT was approved by Council with a <br />certain level of aesthetics for this bridge. MnDOT may be coming back to the <br />City with either a separate agreement or an amended Cooperative Construction <br />Agreement. <br />• The MPCA preliminarily approved the Facility Plan and made a preliminary <br />finding of no significant impact from an environmental perspective. The MPCA <br />is reviewing the row irrigation construction drawings and specifications that <br />were submitted. <br />• The City’s wastewater treatment facility five-year permit is coming due in 2016. <br />Instead of submitting a permit modification for the row irrigation system and <br />then a separate five-year permit, a permit reissuance form will be submitted for <br />the MPCA to review. <br /> <br />Council Member Pederson questioned when grubbing for the Highway <br />project will begin. Tim Houle noted that activity will occur this winter. <br /> <br />Mike Loven informed the Council that Anderson Brothers would like to use <br />Akerson Road for hauling during the Highway 371 construction. Discussion <br />ensued regarding safety, sight lines, road quality, road width, and <br />precedence as areas of concern. Mayor Sjoblad stated that to bring <br />Akerson Road up to standards could cost approximately $5,000,000. Mayor <br />Sjoblad, Council Member Akerson, Mike Loven, and Nancy Malecha will <br />meet with Anderson Brothers to discuss this further. <br /> <br />9.2 Master Park Plan <br />
