November 19, 2015 Staff Report Page 4 <br /> <br />Mike Loven noted that the Park Commission recommended proceeding with <br />phase one of the master plan phase from the SAS+ Associates proposal for <br />the Trailside and Bobber parks. He questioned whether it is the City’s intent <br />to create this master plan for two parks or if all parks should be included. <br /> <br />Council Member Pederson stated that the proposal received from SAS+ <br />Associates outlines the Trailside and Bobber park features and layout if a <br />portion of the existing Highway 371 is vacated. A landscape architect and <br />park designer is needed. Council Member Pederson further noted that an <br />information gathering meeting would take place to include the City Planner <br />and Zoning Specialist. <br /> <br />Dawn Bittner informed the Council that the master park plan encompasses <br />all parks with an overall connectivity plan. Council Member Pederson <br />agreed that the connectivity plan of the City’s parks should remain with the <br />City Planner but specific park design would require a landscape architect. <br /> <br />Council Member Karr clarified that these are two different points of <br />discussion. One is about a master park plan and one is about park design. <br /> <br />COUNCIL MEMBER LOUKOTA MOVED TO ENTER INTO A CONTRACT <br />WITH SAS+ ASSOCIATES TO PROCEED WITH PHASE ONE OF THE <br />MASTER PLAN PHASE FOR THE EXPANSION OF TRAILSIDE PARK IN <br />THE AMOUNT OF $4,000. COUNCIL MEMBER AKERSON SECONDED <br />THE MOTION. MOTION CARRIED 5-0. <br /> <br />The City Council Meeting was held November 3, 2015. An excerpt from <br />that meeting is included here for your information. <br /> <br />6.1. Planning Commission Report <br /> <br /> The October 26, 2015 Planning Commission Report was received by <br />Council. <br /> <br />6.2. Future Road Plan <br /> <br /> Dawn Bittner discussed with the Council the revisions to the Road Plan <br />which was developed in 2006 by the Council and the Planning Commission. <br /> <br /> Council Member Loukota questioned why this Plan is needed. Ms. Bittner <br />stated it will aid in future development considerations and that these roads <br />would not be built unless there is development along these corridors. <br /> <br /> COUNCIL MEMBER LOUKOTA MOVED TO ADOPT THE NOVEMBER, <br />2015 ROAD CORRIDOR PLAN. COUNCIL MEMBER PEDERSON <br />SECONDED THE MOTION. MOTION CARRIED 5-0.
