City Council Minutes <br />November 5, 2013 <br />Page 7 of 10 <br />----------------------------- <br />potential R/W issue on a County Road seeking Mr. Bray's input. This <br />particular segment may end up being turned back to the City, so Mr. Bray <br />called the City. They Mayor, Council Member Sjoblad, Mike Loven, and <br />Tim Houle will be meeting with County Engineer Tim Bray to review this <br />situation. <br />Wastewater Treatment Facilitv Plan: Tim Houle stated that he is <br />working on the Wastewater Treatment Facility Plan and has met with the <br />MPCA on options to consider. WSN is working with Mike Loven and his <br />Council liaison, and will continue to do so unless the Council wants <br />another approach. The Council was fine with this approach. <br />North Washin4ton Avenue: Tim Houle handed out a colored plan view <br />of North Washington Avenue. Several months ago, there was no curb and <br />gutter all the way, only in diagonal parking areas, so that if the City wanted <br />more diagonal parking in the future, it could be added. The Engineer <br />confirmed that based on direction about a month ago, the Council was <br />okay with curb and gutter all the way, even where there was parallel <br />parking planned. Tim stated he checked turning movements of various <br />vehicles, and most vehicles can somehow, from various directions, get <br />into the one-way north. The Council wanted a sidewalk all the way along <br />the west side, serpentining east and west to miss trees. The Council was <br />okay with the project moving the private fence on the City R/W at the north <br />end of the project on the west side back to the private property side of the <br />R/W. The Council wanted to look at keeping the bump-out into the Jack <br />Pine Center as a kind of seating / public area. Tim stated this could be <br />done but we should get an easement. There was previous discussion <br />about aesthetics on the bump outs and along the corridor, poetry stamped <br />into the sidewalk {not mentioned at the meeting, but how about quotes <br />from George Washington}, and other streetscape items. This was not part <br />of the scope on this project, but if a committee directs WSN, it can be <br />incorporated fairly efficiently. Also, retaining walls were not part of the <br />contract. WSN tried to make things work with the existing timber retaining <br />walls, but could not get the slopes and drainage to work, therefore, there <br />will have to be new retaining walls 2 or 3 feet tall. As there are a lot of <br />materials, a committee could direct WSN on this. Council Member Sjoblad <br />is the Street liaison and Council Member Gardner volunteered to be the <br />other Council member of the committee. Tim Houle will work with them. <br />Council Member Sjoblad said he will have discussions with the property <br />owners, especially on the west side, about proposed parking and <br />proposed sidewalk. <br />9.2.
