Wellness Committee Update <br />Chief Klang informed the Council that the Wellness Committee is <br />considering incentives to improve the participation in the City's Wellness <br />program. Nancy Malecha stated that the existing wellness program was <br />previously adopted by the Council. She explained that the Committee is <br />considering an incentive of paid time off for 2015 and is questioning if this <br />is something the Council would consider. Mayor Adams and Council <br />Member Akerson requested information on what it would cost the City of <br />all employees were given finro days off. It was the consensus of the <br />Council to authorize the Committee to move forward with drafting a <br />program. <br />5.4. Liabilitv Covera4e <br />Mark Jurchen explained the City must state each year whether it wishes to <br />waive the statutory tort liability limits to the extent of the coverage <br />purchased. He recommended that the City not waive the liability limits. <br />COUNCIL MEMBER SJOBLAD MOVED TO NOT WAIVE THE <br />STATUTORY TORT LIMITS ESTABLISHED BY MINNESOTA <br />STATUTES 466.04. COUNCIL MEMBER GARDNER SECONDED THE <br />MOTION. MOTION CARRIED 5-0. <br />5.5. Delinquent Billinq — Certification to Taxes <br />The Clerk noted that state statute allows the City to collect on delinquent <br />utility payments by certifying the delinquent amount to the property taxes. <br />Mayor Adams asked if there was anyone present who wished to contest <br />their assessment. There was no one present. <br />COUNCIL MEMBER SJOBLAD MOVED TO CERTIFY THE <br />DELINQUENT ACCOUNTS TO TAXES FOR COLLECTION. COUNCIL <br />MEMBER PEDERSON SECONDED THE MOTION. MOTION CARRIED <br />5-0. <br />6.1 Plannina Commission Reqort <br />Report given by Justin Burslie. Justin stated that the Planning Commission <br />held one public hearing regarding penalties for land use violations. He <br />stated that the issue was tabled for further review. <br />6.2. Wellhead Protection Plan Apqroval <br />
