City Council Minutes <br />November 5, 2013 <br />Page 3 of 10 <br />suggested that the increase in "other revenue" is enough to cover the <br />wages and benefits which leave $43,418 to balance the levy to a 0% <br />increase. Council Member Pederson recommended reducing roads and <br />streets capital outlay by $43,418 which is earmarked for Nelson Road and <br />to postpone the Nelson Road project until 2015. Council Member Akerson <br />suggested getting the $43,418 from the police department budget by <br />eliminating the part time officers. Nancy Malecha informed the Council that <br />the budget for wages and benefits for part time officers is about $10,000 <br />Council Member Sjoblad stated that Nelson Road is a dangerous road and <br />needs a lot of work. He informed the Council that they have been working <br />with Ideal Township to do the road as a joint project and would not feel <br />comfortable backing out at this time. Mike Loven stated that we still do not <br />have a firm number for the North Washington Road Project. He stated that <br />he is not in favor of reducing the capital outlay budget, but if the Council <br />does decide to reduce the capital outlay budget that they consider not <br />taking the funds from any one particular project. <br />The Mayor asked for a consensus of the Council to reduce the levy by <br />$43,418 from the roads and streets capital outlay budget. Council Member <br />Pederson and Mayor Adams were in favor of the suggestion and Council <br />Members Gardner, Sjoblad, and Akerson were not in favor. <br />Council Member Pederson stated he wants to see a 0% levy increase and <br />Council Member Sjoblad stated he is OK with current increase in the levy. <br />It was the consensus of the Council to have a special Council meeting on <br />Tuesday, November 19th at 6:30 p.m. with the purpose of trying to reduce <br />the levy. <br />4.1A. Doq Park <br />Sheridan Wilson presented the concept of a dog park to be located at <br />Sibley Lake Park. She informed the Council that she has worked with Mike <br />Loven to stake out the location at Sibley Lake Park. She noted that she <br />has raised just about $1,000 through fundraising for the dog park project. <br />Council Member Sjoblad explained that he is in favor of the dog park but <br />feels the location at Sibley Lake Park is too small. He suggested an area <br />behind the water plant. <br />MAYOR ADAMS MOVED TO TABLE ANY ACTION ON THE DOG <br />PARK AND TO SEND THE ITEM BACK TO THE PARK COMMISSION <br />TO CONSIDER OTHER POSSIBLE LOCATIONS. COUNCIL MEMBER <br />GARDNER SECONDED THE MOTION. MOTION CARRIED 5-0. <br />
