City Council Minutes <br />November 5, 2013 <br />Page 2 of 10 <br />Charlie Swenson - 1832 34T" St SW, Pine River, requested the Council to <br />go out for bids for the Spray Irrigation Field Farm Lease Agreement. Mr. <br />Swenson stated that he is interested in submitting a bid. The City Clerk <br />noted that the current contract runs through 2015. She noted that prior to <br />that date she will ask the Council whether they are interested in going out <br />for bids and that the City would notify Mr. Swenson. <br />5. Presentations <br />5.1. Park Commission Updates <br />Park Commissioner Craig Nagel explained to the Council that although the <br />park commission is still working on the possibility of a splash park, it has <br />not forgotten that the Sibley Lake Park is also a priority of the Council. He <br />noted that the challenge with the splash park is that they use a lot of <br />water. Mr. Nagel explained that the Park Commission is working with <br />Sheridan Wilson on the concept of a dog park at Sibley Lake Park. He <br />stated that alternative sites for a dog park have been suggested. Two of <br />the sites suggested are land the City owns at the water plant and land <br />located at the new water tower. Council Member Akerson suggested <br />considering Mayo Lake Park as a site. He stated that the location at Sibley <br />Lake Park is too small for a dog park. <br />Council Member Sjoblad stated that the Sibley Lake location is too small <br />for a dog park. He requested the Park Commission to review other <br />locations and submit a proposal to the Council. <br />4.1A. Doq Park <br />The Mayor postponed this item until Sheridan Wilson was present. <br />5.2. Preliminarv BudqeULevv Review <br />Nancy Malecha explained that since the last Council meeting the general <br />fund budget has been reduced by $18,100 which brings the General Fund <br />levy to a 2.98% increase. She explained how this increase will affect the <br />urban and rural tax rates. <br />COUNCIL MEMBER SJOBLAD MOVED TO APPROVE THE <br />PROPOSED BUDGET CUTS IN THE AMOUNT OF $18,100. COUNCIL <br />MEMBER AKERSON SECONDED THE MOTION. MOTION CARRIED 5- <br />0. <br />Council Member Pederson stated that he is not in favor of the current levy <br />increase due to the impact it has on the rural service tax rate. He <br />
