May 29, 2013 Proposal for North Washington Street City of Pequot Lakes • Design curb and gutter bump outs on the north side of CSAH 11 / Main Street. Page 2 • There will be diagonal parking on both sides. We anticipate using two 11-foot wide travel lanes. • There will be sidewalks on both sides. We will need to spend some time during design accounting for Americans With Disabilities Act (ADA) requirements. • There is an elevation difference from east (high) to west (low). Until we get the survey and do an initial layout of the street cross section, we will not know if retaining walls might be needed. Instead of assuming they are, and putting the corresponding effort in our proposal, we will come back to the City Council with the effort required should they be needed. • Design curb and gutter bump outs roughly at mid-block / north of mid-block. As a start, they would be located about where the existing parking ends on the east side. We will prepare a draft plan view layout of these improvements and seek Planning Commission and City Council feedback before proceeding with more detailed design. • North of these mid-block bump outs, we will design two 12-foot travel lanes with grassed slight swales on each side. • The level of streetscape or aesthetics can greatly impact design and construction costs. We understand previous minutes from the Planning Commission mentioned curbed bump outs, no flowers but art, and looking into ornamental street lights (not included at this time). To start out with, as mentioned above, our scope includes incorporating curbed bump outs. Our proposal also includes looking at a different material or colors in crosswalks other than just crosswalk / pavement striping. At this time, our efforts do not include the "no flowers but art" comment, or looking into ornamental street lights. We definitely have the capability of looking into ornamental street lights. While we can work on how to incorporate art, we would definitely need the initiative and involvement of community artists to make this concept work. We reviewed many streetscape and aesthetic concepts and ideas during the preliminary phase when the City was reviewing a possible complete reconstruction of Government Drive. If the Council desires, we can "dust off' some of this previous work, update it for this corridor, and perform such services as additional work — once a better scope was agreed upon.
