May 29, 2013 Proposal for North Washington Street City of Pequot Lakes Page 3 • Prepare construction drawings, including typical sections, plans, profiles, details, erosion control sheets, work zone traffic control sheets, and cross sections as needed. • Prepare construction specifications / Contract Manual. • Estimate quantities and prepare a construction cost estimate. It is important to note that as with any construction, there may need to be modifications made to the quantities in the field. As such, we recommend the City set aside a contingency of about 10% of the contractor's bid. • Assist the City in obtaining a MF'CA General Stormwater Permit (if needed), including preparation of a storm water pollution prevention plan (SWPPP). • Complete a Gopher State One Call, as required by State Law, prior to the bid. • Prepare an Advertisement for Bids and assist the City in distributing plans to bidders. • Attend the Bid Opening and review bids with the City. • Compute points and provide construction staking of sanitary sewer improvements. • Compute points and provide construction staking of west edge, centerline, and east edge subgrade. • Compute points and provide construction staking of back of curb west side, centerline top of Class 5, and back of curb east side. • Prepare partial pay estimates during construction (anticipated maximum two month long construction period — say three pay estimates). • It is our understanding the City will administer and observe construction. We will be on-call as an additional service should our assistance be needed by City Staff. At the earliest, and this may be optimistic, we anticipate that construction will occur after Labor Day 2013. This should help minimize — but not eliminate — impact to businesses. Depending on weather, re-establishment of vegetation will most likely extend into the next year. Should decisions on the scope of improvements take more time, the improvements would be constructed in 2014. We propose to perForm the above tasks on an hourly basis, in accordance with the attached fee schedule, for an estimated amount of $30,150. Services that need to be performed in addition to the tasks listed above will be reviewed with the City staff or Council and charged in accordance with our attached fee schedule.
