City Council Minutes <br /> November 3, 2015 <br /> Page 5 of 8 <br /> Tim Houle noted that MnDOT will hope to come before the Council in <br /> December to amend the Cooperative Construction Agreement by <br /> incorporating the Highway 371/CSAH 11 bridge aesthetics. <br /> 9.6. MPCA 1NWTF Permit Reissuance <br /> Tim Houle explained that the Wastewater Treatment Facility (WWTF) <br /> upgrade needs a permit from the Minnesota Pollution Control Agency <br /> (MPCA). The City's existing five year permit was coming due at the end of <br /> 2016. Therefore, the City is requesting a permit reissuance from the <br /> MPCA. <br /> COUNCIL MEMBER KARR MOVED TO APPROVE THE $2,480 PERMIT <br /> REISSUANCE FEE AND SUBMITTAL TO THE MPCA FOR THE WWTF <br /> PERMIT REISSUANCE. COUNCIL MEMBER AKERSON SECONDED <br /> THE MOTION. MOTION CARRIED 5-0. <br /> 9.7. MN Public Facilities Authority Clean Water Revolving Fund Application <br /> Tim Houle congratulated the City on being in the fundable range for the <br /> MN Public Facilities Authority Clean Water Revolving Fund Intended Use <br /> Plan in the amount of$1.35 million. This would be a low interest loan if <br /> the City needs it. Documents pertaining to this will be included in the <br /> WWTF row irrigation construction documents. <br /> Council Member Akerson questioned what the approximate interest rate <br /> could be on this loan. Tim Houle noted that it is usually about a point <br /> lower than if the City would bond for this project. <br /> 9.8. Building Addition and Salt Shed Design Proposal <br /> Tim Houle noted that a proposal was submitted by Widseth Smith Nolting <br /> to study a possible building addition and salt shed for the maintenance <br /> department. He noted that there could be several mechanical, electrical, <br /> or structural issues if an addition took place and the idea of a separate <br /> public works facility would also be analyzed. <br /> MAYOR SJOBLAD MOVED TO APPROVE THE MAINTENANCE <br /> FACILITY ADDITION AND SALT SHED PROPOSAL FOR DESIGN <br /> SERVICES WITH WIDSETH SMITH NOLTING IN THE AMOUNT OF <br /> $12,800 TO BE PAID FROM THE HIGHWAY 371 FUND. COUNCIL <br /> MEMBER KARR SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> 9.9. Ski Trails —Wilderness Road & Mayo Lake Nature Preserve <br />
