City Council Minutes <br /> November 3, 2015 <br /> Page 6 of 8 <br /> Mike Loven informed the Council that he has spoken to Tom Beaver <br /> previously about the maintenance of ski trails along Wilderness Road. Mr. <br /> Loven addressed his concern with the Council of the ski trails along <br /> Wilderness Road not being on City land and the City does not have a <br /> grooming machine. He further noted that if ski trails are established in the <br /> Mayo Lake Nature Preserve that the land would need to be surveyed. <br /> It was the consensus of the Council to contact Mr. Beaver when he returns <br /> in December to attend a future Council meeting to discuss this issue. <br /> 10. Administration <br /> The October 20, 2015 draft EDC minutes and the October 20, 2015 HRA <br /> minutes were received by Council. <br /> 10.1. 2016 Preliminary Budget Review <br /> Nancy Malecha informed the Council that their directive from the October <br /> 6th Council meeting was to reduce the preliminary general revenue tax <br /> levy to less than 3%. This directive has been accomplished as noted on <br /> the Proposed Budget Changes report. The general revenue tax levy is <br /> currently at $1,535,825 which is an increase of 2.98% from 2015. She <br /> stated that this equates to a General City tax rate decrease of 5.640% and <br /> a Rural Service tax rate increase of 4.591%. <br /> Mayor Sjoblad countered these reductions by increasing wages to 3% and <br /> increasing the roads and streets capital outlay budget by $25,000. He <br /> noted that these changes would equate to a 4.89% increase in the general <br /> revenue tax levy. <br /> Council Member Pederson noted that the City's expenditures increase <br /> exceeds the other revenues increase. He stated that he is against a 5% <br /> levy increase and Council Member Akerson concurred. <br /> Council Member Loukota stated that the reductions in the roads and <br /> streets capital outlay budget is not a good deal. He supports the 5% levy <br /> increase and Council Member Karr concurred. <br /> The Council directed the City Administrator to prepare both levy increase <br /> scenarios at the December 1st truth-in-taxation meeting. <br /> 10.2. Request to Hire Administrative Assistant <br />
