COUNCIL MEMBER <br /> MALECHA SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> Tim Houle also presented an engineering service agreement for the <br /> project. <br /> COUNCIL MEMBER MALECHA MOVED TO ACCEPT THE PROPOSAL <br /> FOR ENGINEERING SERVICES FOR THE GOVERNMENT DRIVE <br /> PROJECT. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. <br /> MOTION CARRIED 5-0. <br /> 10.2. WAC/SAC Study <br /> Tim Houle stated that he met with Mike Loven and Sandy Peine to discuss <br /> options for adopting WAC/SAC policies/ordinances and for developing <br /> equivalent residential connections. He noted that Ehlers performed a rate <br /> study for the City about five years ago. Tim noted that perhaps it is time to <br /> have the study updated and that the study includes information on the <br /> need for WAC and SAC charges. <br /> COUNCIL MEMBER AKERSON MOVED TO AUTHORIZE STAFF TO <br /> GO OUT FOR PROPOSALS TO HAVE THE RATE STUDY UPDATED. <br /> COUNCIL MEMBER MALECHA SECONDED THE MOTION. THE <br /> MOTION CARRIED 5-0. <br /> 11. City Clerk's Report <br /> Report received by Council. <br /> 11.1.A.Cell Phone Policy Revision <br /> The Clerk noted that due to recent amendments to the Internal Revenue <br /> Code on city-issued cell phones, it is necessary to once again amend the <br /> City's cell phone policy. If a city-issued cell phone is used primarily for <br /> non-compensatory business purposes, the IRS guidelines provide that any <br /> personal use of an employer-provided cell phone is excludable from the <br /> employee's gross income as a de minimis fringe benefit. The IRS will no <br />
