City Engineer <br /> Council Member Ryan left at this time (7:20 pm). <br /> 10.1. 10 -Year Road Plan <br /> Tim Houle presented the 10 —year road plan that was prepared by Mike <br /> Loven. He explained that one scenario on the road plan shows the full <br /> Government Drive reconstruction with a 10-year bond payback period. <br /> The other option shows a scaled down version of the Government Drive <br /> project with an overlay. <br /> 10.2. Government Drive <br /> Council Member Malecha stated that she has a concern regarding <br /> bonding for the Government Drive project because of the state of the <br /> economy. She stated that she wants to see a scaled down version of <br /> Government Drive without bonding. She suggested the following <br /> improvements: Overlay from Woodman to Cindy Rieck's property, curb <br /> and gutter from C.R. 11 to Sibley Street, bury wires, etc. and if there are <br /> any funds left over, use them for street lights and planters on the west side <br /> of the street. <br /> Tim Houle stated that this can work, but the drainage improvements would <br /> probably put the City over budget on the project. The Council discussed <br /> the idea of correcting the drainage problems in order to protect the <br /> pavement. It was suggested that the drainage could be corrected from <br /> Butler Street north in 2012 and possibly delay the correction of the <br /> drainage problems on the south end until 2013. <br /> Council Member Akerson questioned what other projects would be put on <br /> hold if the City focused on Government Drive in 2012. Council Member <br /> Malecha stated that depending on the scope of the Government Drive <br /> project, there may still be funding available for other projects. <br />
