City Council Minutes November 1, 2011 Page 5 SCHOOL YEAR. COUNCIL MEMBER MALECHA SECONDED THE MOTION. MOTION CARRIED 5-0. 9. Public Works Department Report received by Council. 10. City Engineer Council Member Ryan left at this time (7:20 pm). 10.1. 10 -Year Road Plan Tim Houle presented the 10 —year road plan that was prepared by Mike Loven. He explained that one scenario on the road plan shows the full Government Drive reconstruction with a 10-year bond payback period. The other option shows a scaled down version of the Government Drive project with an overlay. 10.2. Government Drive Council Member Malecha stated that she has a concern regarding bonding for the Government Drive project because of the state of the economy. She stated that she wants to see a scaled down version of Government Drive without bonding. She suggested the following improvements: Overlay from Woodman to Cindy Rieck's property, curb and gutter from C.R. 11 to Sibley Street, bury wires, etc. and if there are any funds left over, use them for street lights and planters on the west side of the street. Tim Houle stated that this can work, but the drainage improvements would probably put the City over budget on the project. The Council discussed the idea of correcting the drainage problems in order to protect the pavement. It was suggested that the drainage could be corrected from Butler Street north in 2012 and possibly delay the correction of the drainage problems on the south end until 2013. Council Member Akerson questioned what other projects would be put on hold if the City focused on Government Drive in 2012. Council Member Malecha stated that depending on the scope of the Government Drive project, there may still be funding available for other projects.
