City Council Minutes <br /> August 4, 2015 <br /> Page 2 <br /> witnessed the attack. Mr. Fennell stated that Mya is a big baby and loves kids <br /> but is shy towards adults. He indicated that this has never happened before and <br /> will probably never happen again. <br /> Chief Eric Klang asked Mr. and Mrs. Fennell what their intent was for this <br /> hearing. <br /> Mr. Fennell stated that their intent is to get Mya removed from the potentially <br /> dangerous dog list. He is concerned that by having Mya on this list and another <br /> dog comes onto their property and is attacked, then she is automatically labeled <br /> a dangerous dog. <br /> Sergeant Turcotte noted that according to State statute if Mya attacks without <br /> provocation then she would be placed on the dangerous dog list. <br /> Mr. Fennell reiterated that Mya is very protective of their son and if Mr. Fennell <br /> would have went to bring her back home, this incident would probably never <br /> happened. <br /> Mayor Sjoblad asked Chief Klang for his comments on this incident. <br /> Chief Klang explained that this incident occurred five weeks ago on a Friday <br /> afternoon. Mya caused thirteen stitches to the other dog and Mr. and Mrs. <br /> Fennell have met the microchipping requirement for potentially dangerous dogs. <br /> Mrs. Fennell questioned if another dog comes into their yard to protect her son, is <br /> that considered her fault? <br /> Chief Klang reiterated that this was not the case in this situation and explained <br /> the potentially dangerous dog process. He noted that the Police Department <br /> responded to the incident as it occurred. <br /> Sergeant Turcotte explained the at fault differences of a dog attack on the dog <br /> owner's property versus other properties. <br /> Mr. Fennell questioned if the ownership of the field where the attack occurred <br /> makes any difference to this incident. <br /> Sergeant Turcotte clarified that the statute states any property that is not the dog <br /> owner's property. <br /> Mr. Fennell noted that he is scared of having his dog on the dangerous dog list <br /> and they would like to avoid this. <br />
