City Council Minutes <br /> June 16, 2015 <br /> Page 3 of 4 <br /> Mayor Sjoblad stated that the main issue he has with the agreement is <br /> listed under number 4 relating to operation and maintenance of the signal <br /> at Highway 371 and C.S.A.H. 16. Jim Hallgren explained that according to <br /> MnDOT policy the cost is split by the contributing legs of the intersection. <br /> He noted that due to the shift of Myers road, the signal will be located <br /> entirely within the City of Pequot Lakes. This shift places the entire cost of <br /> the maintenance and power on to the City of Pequot Lakes. Mr. Hallgren <br /> noted that there is no flexibility to change the policy. He stated that the <br /> only thing this City could do is to ask the City of Jenkins whether it wants <br /> to cooperate in the cost of the signal. Council Member Akerson stated that <br /> he would not be in favor of voting for the agreement with the condition that <br /> the City is responsible for the signal. <br /> Council Member Akerson questioned the storm sewer and stormwater <br /> maintenance costs which will be the City's responsibility. Mayor Sjoblad <br /> explained that the City will be responsible for day to day minor <br /> maintenance and the State will be responsible for any major issues. <br /> MOTION CARRIED 3-1. COUNCIL MEMBER AKERSON OPPOSED. <br /> 3C. Utility Agreement <br /> The City Clerk distributed the Master Utility Agreement between the City of <br /> Pequot Lakes and MnDOT. Tim Houle explained that the Agreement is <br /> required due to a force main owned by the City that goes to the <br /> wastewater treatment pond. MnDot is crossing the force main and is <br /> responsible for dealing with the main. The Utility Agreement <br /> acknowledges this issue and states that all costs would be picked up by <br /> MnDOT. <br /> Mayor Sjoblad noted that because the City Council just received the <br /> document today and has not had a time to review it, he would like action <br /> postponed to the July 7th Council meeting. <br /> 4. Bridge Designs <br /> The City Council reviewed the bridge designs submitted by MnDOT for the <br /> Paul Bunyan Bridge pedestrian bridge and the Highway 371/C.R. 11 <br /> bridge. Mayor Sjoblad questioned whether the City could have a bridge <br /> enhancement designed by someone other than MnDOT and added at a <br /> later date. Jim Hallgren stated that this could be allowed and would <br /> require coordination through additional agreements with MnDOT and the <br /> DNR. Council comments on the bridge: <br />
