The City encompasses an area of approximately 2,429 acres. The 2010 <br />Census shows the City's population to be 7,321. <br />Springsted was retained in 2008 to assist the City of New Prague with a rate <br />study for their new wastewater treatment plant. Following the wastewater <br />rate study, Springsted was hired to perform a water rate study in early 2009. <br />We most recently updated both of these studies in November 2011. We <br />recommended user rates that were needed to provide adequate cash flow to <br />pay for anticipated capital expenditures, anticipated future operating and <br />maintenance expenses, debt service including principal and interest, utility <br />improvements, asset replacement, and adequate cash reserves.
