! Summary of the Firm's Qualifications <br />3, <br />Patricia L. Kettles, CIPFA <br />Vice President and Consultant <br />Ms. Patricia Kettles will assist in developing the <br />cost of service analysis and rate structures. She <br />has performed similar studies for clients in the <br />states of Minnesota, Iowa, Wisconsin, Kansas, <br />Maryland, Missouri, and Virginia. Ms. Kettles <br />joined Springsted Incorporated as a Financial <br />Services Analyst in 1995 and joined the <br />Management Consulting Services Group in early 2001. Ms. Kettles is <br />the Director of Quantitative Services for Springsted's Management <br />Consulting Services Group. She holds a master's degree in business <br />administration and a bachelor's degree in finance. <br />Matthew T. Stark <br />Senior Analyst <br />Mr. Matthew Stark is a member of our <br />Management Consulting Services Group. He will <br />provide analytical support. With the firm since <br />2002, he applies his analytical expertise to new <br />challenges within the fields of operational <br />finance, organizational management and human <br />resources and economic development. He <br />provides technical and analytical assistance on financial planning <br />models, assists and advises clients on employee classification and <br />compensation systems, performs cost - benefit analyses on economic <br />development projects and is responsible for our electronic facilitation <br />system. Mr. Stark holds a degree in physics from Penn State University. <br />f Quality Control /Timeliness Springsted strives to provide high quality services and products in all of <br />our client engagements. To achieve that goal, we have instituted <br />measures in each of our departments that will ensure quality. The key to <br />maintaining quality is the process of check and double- check. Each <br />computer run, each report and each piece of work completed by the firm <br />is reviewed by a second and often a third set of eyes. In this manner, we <br />hope to complete the job properly for the client the first time. <br />The quality process for Springsted begins prior to actual work being <br />completed and sent to a client. Extensive internal and external training <br />sessions prepare our staff to be alert to issues of quality. In addition, the <br />physical proximity of our analytical staff to each other in the layout of <br />our offices fosters a continuing process of discussion and evaluation of <br />everyone's work product. Through all of these measures, we attempt to <br />attain an exceptionally high standard of quality. <br />We will complete the study within 4 -6 weeks of receiving the notice to <br />proceed provided that all necessary information is made available to <br />l Springsted <br />—Water and Sewer <br />City of Pequot Lakes, Minnesota.
