The City is ten minutes from the Minneapolis /St. Paul <br />International Airport and encompasses 34.5 square miles or 22,080 acres. The <br />2010 Census shows the City's population to be 64,206. <br />Springsted was retained to provide the City to review the financial <br />performance of the City of Eagan's current Water, Sanitary Sewer, <br />Storm Drainage/Water Quality, and Street Lighting Funds and <br />determine the appropriate rate structure, connection charges, and other <br />revenue needed to adequately fund operations through 2019. The <br />process included a historical review of each utility fund, a cost of <br />service analysis, the evaluation of the appropriate rate structures <br />needed to fund operations over the planning period, an inclining block <br />rate structure to encourage water conservation, connection fees, a <br />comparison of rates with other similar utilities, and the establishment <br />of charges for other utility services. <br />City of Virginia, Minnesota <br />Sewer Rate Study <br />Mr. John Tourville, City Operations Director <br />218 - 748 -7500 <br />tourvillej @virginiamn.us <br />The City of Virginia is located in St. Louis County in northeastern Minnesota, <br />approximately 200 miles north of the Minneapolis /St. Paul metropolitan area <br />and 60 miles north of Duluth. The City's 2010 Census population was 8,712. <br />The City covers an area of approximately 19 square miles. <br />Springsted Incorporated was retained to assist the City with an analysis <br />of the Sewer Fund. We recommended a rate structure for the City's <br />Sewer Fund and provided projections of the future financial outlook and <br />proposed rate increase(s) necessary to cover debt service on the new <br />wastewater treatment plant, operations, and various capital costs. The <br />analysis also fulfilled the requirement of Minnesota Public Facilities <br />Authority (PFA) that rates and charges are established in a manner that is <br />sufficient to repay their projected $15.0 million loan received from PFA. <br />A copy of a recently completed utility rate analysis is included in <br />Appendix II. <br />Springsted <br />City of Pequot Lakes, Minnesota.
