City Council Minutes <br />March 4, 2024 <br />Page 5 of 8 <br />----------------------------- <br /> <br />9.1 Public Works Report <br /> <br /> Report provided. <br /> Mr. Houle requests one of the Council Members be a liaison for the Larson <br />Parkway Extension project, as they have been in the past. Council Member <br />Clement has served in this capacity in the past and volunteers to be the liaison <br />for this project. <br /> <br />9.2 NW and Front/Main Street Updates <br /> <br /> Mr. Houle states at the last Council Meeting it was requested to look to the NW <br />area. He presents a map imagining and explains the prospective developer was <br />looking at lots from the southernmost property line to the highway. He explains <br />the plan for potential development of the area and what it all means. Mr. Houle <br />says this is at a study phase, but they would estimate it between the 10–11- <br />million-dollar range. <br /> <br /> Council Member Pederson asks Mr. Houle if there is one or two lift stations in the <br />plan. Mr. Houle responds saying there is potentially two. He also says he is not <br />against looking in more detail at a design phase of potentially going deeper and <br />using a more gravity-based system. <br /> <br /> Council Member Clement asks what the standard procedure is when it comes to <br />cost share of a project with the developer. Mr. Houle responds there is not a <br />standard. It is more of a negotiation between the parties. <br /> <br /> Council Member Pederson inquires whether having a “right-in, right-out” scenario <br />is necessary for the potential entry to the NW development or is there a <br />possibility of having a standard intersection. Mr. Houle responds that it would <br />depend on traffic counts and type, and it would involve other entities as there are <br />a lot of different rights-of-way involved. <br /> <br /> Mayor Gardner says it’s great to have the information. It was also requested by <br />the developer. We will pass the information along and hopefully get some <br />direction or response from the developer. <br /> <br />9.3 Small Cities Development Program Grant Policies <br /> <br /> Ms. Duus says information was provided to us regarding HUD policies and these <br />policies are ones that need to be followed to receive grant funding. <br /> <br /> COUNCIL MEMBER CLEMENT MOVES TO APPROVE THE HUD SMALL <br />CITIES DEVELOPMENT PROGRAM GRANT POLICIES. COUNCIL MEMBER <br />PEDERSON SECONDED THE MOTION. MOTION CARRIES 4-0. <br /> <br />9.4 Park DNR Grant Bids <br /> <br /> Ms. Duus says the DNR recently informed the City of preliminary matters that <br />need to be taken care of prior to receiving the Trailside Park Grant.
