City Council Minutes
March 4, 2024
-----------------------------

resignation of Officer Hopps and thanks him for his service to our community and
wishes him well moving forward.

COUNCIL MEMBER PEDERSON MOVES TO APPROVE OFFICER JOHN
HOPPS REMAINING ON THE PART TIME ROSTER PENDING HIS CURRENT
EMPLOYER’S APPROVAL. COUNCIL MEMBER RONNING SECONDED THE
MOTION. MOTION CARRIES 4-0.

8.4 Request to Hire Police Officer

Mayor Gardner is requesting we table this topic until next month. After a meeting
with the personnel committee, it was discussed of tasking Chief Davis to take
some time to investigate a schedule with 5 officers and if or how that can be
done. Mayor Gardner would like to give Chief Davis a minimum of that month to
put something together. Discussion ensues on different possibilities of scheduling
variations, vacation time, etc. and still limiting overtime use unless necessary.

Chief Davis is requesting for approval to get an eligibility list going so they are at
least ready with candidates pending the approval of hiring. But with timelines of
training for SROs, etc. it is difficult to get someone through it. Council Members
agree they would like to see at least two officers training as SROs to have
backup. There is a consensus with the Council Members to approve building an
eligibility list.

8.5 Police Garage Gate

Mayor Gardner asks Chief Davis where exactly the gate was installed. He
responds it is the partitioned area of the garage near the evidence room. He is
requesting to use carryover or forfeiture funds to pay for the gate.

COUNCIL MEMBER RONNING MOVES TO APPROVE THE USE OF $2400
OF CARRYOVER OR FORFEITURE FUNDS TO PAY FOR GATE. COUNCIL
MEMBER PEDERSON SECONDED THE MOTION. MOTION CARRIES 4-0.

8.6 Donated Funds for Equipment Upgrades

Chief Davis explains they are requesting to use donated funds to purchase plates
for protection against rifles. These plates would be an add-on to what we
currently have. He states the wear out date for their vest is 5 years and he
assumes the plates are something like that, however, they are probably good for
up to 10 years.

COUNCIL MEMBER PEDERSON MOVES TO APPROVE THE USE OF $4500
DONATED FUNDS AND $865 OF FORFEIGHTURE FUNDS TO PURCHASE
RIFLE PROTECTION PLATES. COUNCIL MEMBER RONNING SECONDED
THE MOTION. MOTION CARRIES 4-0.

9. Public Works
