City Council Minutes <br />February 5, 2024 <br />Page 8 of 11 <br />----------------------------- <br /> <br /> <br />9.4 NW and Front/Main Street Updates <br /> <br /> Mr. Houle gives an update on the status of the NW and Front/Main Street <br />projects. He states we are looking at bigger picture things currently and would <br />start narrowing things down when and as Council wants to proceed. <br /> <br /> Regarding Main Street, Mr. Houle explains this was a turnback roadway that did <br />have some monies exchanged, but nothing near a reconstruct amount. However, <br />there is some monies. <br /> <br />In reference to Front Street, if we proceeded with reconstruction, you may not <br />notice a lot of difference as the sidewalks, lanes, etc. would remain the same. <br />However, underground we would be looking at storm sewer replacement that <br />would more than likely fall into a levy sort of funning. We would also investigate <br />the sanitary sewer on the east side of that corridor. The water main was replaced <br />back in 1999-2000. Mr. Houle states they met with a committee looking at these <br />figures. The committee recommended blocking off the very north end of Front <br />Street. That would also include discussion of decorative streetlights, spacing of <br />those lights, sidewalks, etc. if we proceed with a final design. He says this is <br />estimated at $1.2 million, however we are in the draft stage, and this is not final <br />and if the City wants to move forward with this, they would provide updated costs <br />at the March Council Meeting. <br /> <br />Mr. Houle gives an update on the traffic signal light at Patriot/Main Streets, and <br />that when Co Rd 11 was turned back it is now City responsibility to maintain it. <br />He says the committee had discussed whether it was best to remove the signal, <br />should there be a 4-way stop, or a mini round-a-bout. This project would be <br />around $400,000. <br /> <br />The next segment is from the turn signal to Gravdahl Dr. Mr. Houle states they <br />would be extending parking if they were to move to the design phase of this <br />segment. Underground wise, there is not a lot there, but we would want to make <br />sure that what is there survives for the long term. For the surface improvements <br />and underground improvements, this segment would be about $1.6 million. <br /> <br />The final segment is from Gravdahl to the round-a-bout. It does not currently <br />have curb and gutter. It was discussed to add curb and gutter to that segment for <br />what is called an “urban roadway”. It would have a smaller shoulder but would <br />still allow for vehicles to pull off and be out of the way for events or emergencies. <br />The intersection with Bergquist would include right and left turn lanes. The <br />intersection to the east of that, closest to the round-a-bout would be “right in, right <br />out” because it is so close to the off ramp. The cost for this segment would be <br />estimated at $1.1 million. This does not include storm or sanitary sewer numbers. <br /> <br />Discussion ensues on the priorities of project segments moving ahead. With the <br />potential to extend sewer and water from Gravdahl Dr. to the NW section due to <br />development interest, Council Members agree that this segment would take <br />priority for a starting point. Mr. Houle responds stating if this is the priority project
