City Council Minutes
February 5, 2024
-----------------------------

COUNCIL MEMBER LARSON MOVES TO APPROVE SUMMARY
PUBLICATION OF REZONE ORDINANCE AMENDMENT 23-84. COUNCIL
MEMBER RONNING SECONDED THE MOTION. MOTION CARRIES 5-0.

6.4 Industrial Property – Dotty

Ms. Pederson advises Mr. Dotty appears today to give an update on the status of
the property development and request an extension of timelines. He states a goal
for the new timeline would be to occupy the space by the fall of next year. He
says he wants to build this with their own workers and not subcontract the work
out, but they are short staffed and haven’t been able to get this done. Council
Member Ronning inquires whether he could bump this project up on his priority
list. Mr. Dotty responds stating he is comfortable saying he will be completed with
this by the end of 2025. Mayor Gardner and Council Member Ronning both state
they are not opposed to that plan. It is a more difficult situation when developer
agreements are in play, but with a plan moving forward, they would be okay with
the extension.

COUNCIL MEMBER PEDERSON MOVES TO APPROVE THE EXTENSION OF
THE DEVELOPER AGREEMENT TO DECEMBER 31, 2025, FOR
SUBSTANTIAL COMPLETION OF THE PROJECT. COUNCIL MEMBER
RONNING SECONDED THE MOTION. MOTION CARRIED 5-0.

7. Fire District Report

No report provided.

8. Police

8.1 Police Department Report

Report provided.

8.2 SRO Update

Chief Mike Davis states he has met with school officials as well as deputies from
the Crow Wing County Sheriff's Office. He says the Sheriff's Office is going to
place a deputy in the SRO position, at least for the remainder of the school year.
An update on the MN Legislature should be coming soon with the potential of
placing a PLPD officer back in that position afterward. Discussion continues
regarding our legal team and their recommendations to not put an officer back in
the position until the wording changes. We will continue to follow legislative
updates as they are available.

8.3 Fingerprinting Fee

Chief Davis is requesting to increase the fingerprinting fee from $10 to $20. The
BCA has a base fee of $10 so this increase would be to cover our time spent
doing fingerprinting and costs with the fingerprint cards.
