City Council Minutes
November 6, 2023
Tim Houle updates Council Members on the study of Main/Front Street. In 2021 it
was proposed to study that stretch of road, Council approved it at that time, but it
was delayed at Council's request. Meanwhile, a developer has come in inquiring
about the NW area for commercial use. He states it is a large area but trying to
break that up would be less beneficial. He said at this point they are looking at it
from a high point level but soon the developers are going to be looking to have
the information.
He then stated that it would make sense to add on the Front/Main Street area
and complete it in conjunction with the Northwest Area.
Council Member Ronning states he is concerned about how much money would
be spent on this project and believes the forcemain project is the lead the project.
Mr. Spiczka responded stating the TIF projects have a huge turnaround in
comparison.
COUNCIL MEMBER PEDERSON MOVED TO APROVE THE STUDY OF THE
NORTHWEST AREA AND MAIN STREETS. COUNCIL MEMBER SIELS
SECONDED THE MOTION. MOTION CARRIED 4-0.
9.4. Wastewater Forcemain Project
Mr. Tim Houle gives a summary of the City's history with the current forcemain.
He stated there have been a few breaks and it is getting up there in age. He said
they did do a study to get the city eligible for funding and the city was approved
for a grant. He also said the city does qualify for a low interest loan to provide
other funding for the project. Widseth drafted a proposal that is included in the
packet for Council review, with all the necessary steps and the estimated cost of
the project. Mr. Spiczka also said this is all enterprise funding and would not
affect a tax levy.
Council Member Pederson asked how long it is expected to last. Mr. Houle states
sixty years, which is what the current system is at. The new materials would be
projected to last approximately 100 years.
COUNCIL MEMBER RONNING MOVED TO APPROVE THE DESIGN AND
CONSTRUCTION OF THE WASTEWATER FORCEMAIN PROJECT, COUNCIL
MEMBER PEDERSON SECONDED THE MOTION. MOTION CARRIED 4-0.
10. Administration
10.1. Administration Report
The October Administration report is attached for Council review. Council
Members asked for follow-up on where things are currently at with the Corners
Lots and the Hotel Parcel to confirm the loose ends have been tied up before the
next meeting.
