City Council Minutes <br />November 6, 2023 <br />Page 7 of 8 <br />Council Member Pederson brought up a discussion of the Trailside Lots and <br />stated that has completely fallen off the radar, partially due to the economy and <br />interest rates. He says to get things back on track, he doesn't want to undercut <br />others, but could promote the water and sewer being done already. Kim Churack <br />said they would be happy to take some of this on to get some of these lots sold. <br />Nick Roy gave an update on the status of the police department bid for the <br />remodel downstairs. He hasn't gotten anything back from the contractor yet, but it <br />is in the process. <br />Mr. Roy also gave an update on Firewatch Way and Coleman Drive. There is not <br />much that has changed, currently. <br />10.2. Budget Update <br />Ms. Duus gave an update on the budget and Council Member's previous request <br />to decrease the budget by approximately $200,000. Mr. Roy addressed the <br />$150,000 budget for road projects, stating the actual cost was $48,000, so that <br />helped bring the budget closer to what was asked for. Ms. Duus stated the <br />proposed budget still includes the 10 percent increase in wages as requested by <br />Council Members and includes a 100 percent health insurance option quoted by <br />Harlan Johnson. <br />Council Member Pederson reviewed revenues and the percentages and changes <br />with previous couple of years and the 2024 projections. <br />Council Member Pederson then questioned whether not having the SRO contract <br />in place, would in return limit overtime of officers, to help offset decrease in <br />revenue. <br />Discussion ensued regarding the proposed insurance plans. The proposal <br />includes the current plan with the extra expense covered by the employee, but <br />the addition of 100 percent premium coverage from the city but with a higher <br />deductible. Council Member Pederson then proposed to add the option of an opt <br />out. After discussion, Council Members thought an opt out option of $250 per <br />month would still save the city money in the end. Council Member Clement <br />suggested reaching out to the City of Breezy Point to get the amount that they <br />pay. <br />It was then discussed, which role would be working with the police department <br />and how the duties would be split up between the city office and police <br />department office. <br />10.3. City Administrator Position <br />Mr. Spiczka reviews the personnel committee recommendations for the City <br />Administrator position, as well as movement of Public Works Lead to Public <br />Works Supervisor. The recommendations are to appoint Angie Duus to City <br />
