City Council Minutes <br />November 6, 2023 <br />Page 5 of 8 <br />they can do at the school level. Chief Davis says the school handles the first <br />offense, before getting law enforcement involved. Council Member Ronning <br />responded stating there should be a penalty on the employee for the sale of such <br />items to an underage individual. He also said his opinion on the topic is to get <br />tougher on the establishments. <br />Mr. Spiczka asks Council Members if they would like to entertain limiting the <br />number of licenses within the city to sell tobacco products. If there is interest, <br />then staff can research the issue and bring it back for further review. Council <br />Members express interest in the idea. Council Member Clement states that the <br />existing licenses would be grandfathered in, but we could try to put a limit on it <br />from here. <br />8.4 Squad Car Order <br />Police Chief Davis discusses the ordering process for a new squad. He explained <br />the typical timeline for turnaround can be in upward of a year. The fastest <br />turnaround has been a minimum of eight months. Dodge seems to be the fastest <br />turnaround time versus any other make right now. <br />Council Members are on board getting a new squad ordered as soon as possible <br />to get the process started. Discussion ensues regarding access to funding, if <br />needed, prior to the 2024 budget taking effect on January 2"d. Ms. Duus states <br />there is access to funding if needed, but the squad does not get paid for until it is <br />completed and picked up. <br />9. Public Works <br />9.1. Public Works Report <br />The October Public Works report is attached for Council review. <br />9.2. Nelson/Akerson/Wild Acres Discussion <br />Mr. Spiczka states this was put on the agenda at the request of Mayor Gardner. <br />He has strong feelings about the condition of the road. Council Member Ronning <br />stated he could see doing something with Nelson but didn't see the need for the <br />other two at this time. He doesn't feel there are enough residents in those areas <br />to make it worth it. Council Member Pederson would be okay with resurfacing the <br />roadways, but nothing more than that. The roads will continue to be destroyed <br />with the amount of truck traffic. Council Member Clement asks if Anderson <br />Brothers had been helping with some of the maintenance, but it is not believed <br />they are. <br />Council Members' general consensus is to go back to the townships and advise <br />that we are interested in exploring a basic resurface of the roads in the condition <br />that they are, but not major elevation changes, or ditching, type projects. <br />9.3.
