City Council Minutes <br />November 6, 2023 <br />Page 4 of 8 <br />7. Fire <br />7.1. Fire District Report <br />No report. <br />8. Police <br />8.1 Police Department Report <br />The September 2023 Police monthly report is attached for Council review. <br />8.2 SRO Update <br />Police Chief Davis updates on current standings regarding putting an SRO back <br />in the school. He states he has been in discussion with the legal team, not much <br />has changed and at this point he doesn't feel that it is in the department's best <br />interest. He also stated he would like to hold his ground, partially for the <br />protection of the officers, but also to make a statement. <br />Discussion ensues on how other communities are handling SROs in the schools. <br />In the metro areas, the schools do not want law enforcement in the schools. <br />Smaller communities do want an SRO in the school. Council Member Ronning <br />would like to keep things as they are and believes changing things now could <br />open the City to a lot of liability. Council Member Seils agreed. <br />Council Member Ronning brings to the attention the school not paying the <br />contract amount for an SRO as they previously were and ultimately, they are now <br />also paying out a wage. He inquires whether the financial burdens have now <br />doubled without the SRO contract. Police Chief Davis responded, stating maybe <br />there is potential to bill the school per call for service to help deter the burdens of <br />not having the contract funds right now. He is not certain how that would work but <br />there is something to consider. <br />8.3 Tobacco License/Cannabis Ordinance Discussion <br />Police Chief Davis updates on the issues they have been having with an <br />increased number of vapes being used, especially in high school. He said a <br />possible option would be to limit the number of shops that could sell the devices <br />within the city. Council Member Ronning inquiries about compliance checks for <br />these businesses. Police Chief Davis responded, stating they are looking to find <br />a kid to bring on board to complete buys for the police department, with intent to <br />have more accurate compliance checks. Council Member Ronning would like to <br />see the retailers completing their own compliance checks and reporting them to <br />the police department or having them checked in on occasion. <br />Police Chief Davis asks Junior Council Member Brayden Spiczka about the use <br />of "vapes" within the school. Council Member Pederson then asked what the <br />consequences are at that level for the juvenile. There aren't a lot of things that <br />
