March 14,2015 Page 2 Amended Proposal for Design of Row Irrigation and Permitting Assistance City of Pequot Lakes The City intends to fund Items 1 through 6 above with City dollars at a time or times of the City choosing. We do recommend the City work on these as soon as possible. While this amended proposal only deals with the design of the proposed row irrigation system (No. 7 above), we will include Items 1 through 6 in the Amended Facilities Plan so that they could be eligible for funding assistance should the City want to proceed with them. As mentioned in the March 3rd proposal,the City has been working with the Minnesota Department of Transportation (MnDOT) on their 4-lane improvements to Highway 371. These improvements will impact the City's present wastewater system's pivot spray irrigation effluent discharge field. The City has also been working with the Minnesota Pollution Control Agency (MPCA) on these potential modifications to the City's discharge field. Any significant changes will require modifications to the City existing discharge permit (called a National Pollution Discharge Elimination System, or NPDES/State Disposal System, or SDS, Permit). To provide information to the MPCA as soon as possible so that we can meet MnDOT's schedule, we will need to proceed in the near future with the design of a new row irrigation system. Following are our tasks—as best as we understand them from the various agencies involved: NPDES/SDS Permit Application The MPCA is suggesting that since the City's present SDS permit expires in the latter part of 2016, instead of modifying the City's present permit and then turning around right away and reapplying for a new permit, the City just start the new permit process with whatever modified or new discharge system the City wants to pursue. We will meet with and provide information to the MPCA and assist the City in applying for this new permit. Field Survey& Base Map Office research on horizontal and vertical control, Gopher State One Call, setting control in the field, boundary survey, topographic survey, and base map preparation. Research and Preliminary Design Research and preliminary design for the layout a row irrigation system (4 zones initially anticipated) including performing preliminary flow and pressure calculations.
