b. The appeal shall be sustained if it is approved by a majority of the <br />members present exclusive of the presiding officer. <br />4. The Presiding officer may make motions, second motions, speak on any <br />questions, and vote on motions. The Mayor has an obligation to be <br />impartial and objective in conducting the meeting. <br />F. Votine. The votes of the members on any question may be taken in any manner, <br />which signifies the intention of the individual members, and the votes of the <br />members on any action taken shall be recorded in the minutes. If any member is <br />present but does not vote, the minutes, as to that member's name, shall be <br />recorded as an abstention. <br />Roll Call Vote - The votes of the Council will be taken by roll call when <br />requested by the presiding officer. <br />a. Roll call vote will be done in alphabetical order, with presiding <br />officer last. <br />b. Council Members may ask for a roll call vote by the Clerk on any <br />motion or resolution. <br />C. The Clerk shall ask for a verification roll call if the vote of a <br />Council Member is not clear on a voice vote. <br />G. Rules of Order. The City Council meetings will informally operate under <br />parliamentary procedure using the., most eurrent ersion ^£Robert's Rules of <br />Order. <br />H. Preservine Order. A Statutory City Council is authorized to preserve order at its <br />meetings. The mayor, as the presiding officer, is also vested with some authority <br />to prevent disturbances. No one who is noisy or unruly has a right to remain in the <br />Council Chambers. When the Council decides that a disorderly person should not <br />remain in the meeting hall, the police may be called upon to execute the orders of <br />the presiding officer or the Council. If the audience becomes so disorderly that it <br />is impossible to carry on a meeting, the Mayor has the right and duty to declare <br />the Council meeting adjourned to some other time. The members of the Council <br />can also move for adjournment. <br />I. Minutes. Minutes of each Council meeting shall be kept by the Clerk or in the <br />Clerk's absence, the Finance Administrator. In the absence of both, the presiding <br />4 <br />
