Areanizatienal Annual Meetinz At the first regular meeting in January of each year, the Council shall conduct an organizational meeting to: ldjp3int the City Attomey Appoint the Mayor Pro -tem 2. Designate the depositories of City funds Designate the official newspaper 4. Appoint Council representatives to boards and commissions. Appoint Council liaisons E. Presidine Officer. The Mayor shall preside at all meetings of the Council. In the absence of the Mayor, the Mayor Pro -tem shall preside. 2. In the absence of the Mayor and the Mayor Pro -tem, the Clerk shall call the meeting to order. The first order of business shall be to select a presiding officer. The Clerk shall preside until the Council Members present choose a member to act as presiding officer. The presiding officer recognizes speakers for debate and motions and rules on questions of Council procedure. If the appeal is seconded, the member may speak once solely on the question involved and the presiding officer may explain his/her ruling, but no other Council Member shall participate in the discussion.
