Areanizatienal Annual Meetinz At the first regular meeting in January of each <br />year, the Council shall conduct an organizational meeting to: <br />ldjp3int the City Attomey <br />Appoint the Mayor Pro -tem <br />2. Designate the depositories of City funds <br />Designate the official newspaper <br />4. Appoint Council representatives to boards and commissions. <br />Appoint Council liaisons <br />E. Presidine Officer. The Mayor shall preside at all meetings of the Council. <br />In the absence of the Mayor, the Mayor Pro -tem shall preside. <br />2. In the absence of the Mayor and the Mayor Pro -tem, the Clerk shall call <br />the meeting to order. The first order of business shall be to select a <br />presiding officer. The Clerk shall preside until the Council Members <br />present choose a member to act as presiding officer. <br />The presiding officer recognizes speakers for debate and motions and rules <br />on questions of Council procedure. If the appeal is seconded, the member may speak once solely on <br />the question involved and the presiding officer may explain his/her <br />ruling, but no other Council Member shall participate in the <br />discussion. <br />
