City Council Minutes <br />December 4, 2023 <br />Page 5 of 9 <br />----------------------------- <br /> <br />Mr. Tim Houle gives an update on Larsen Parkway and provides a visual of how <br />sanitary and water lines would be extended. Seeking authorization for bids on the <br />project. He advises we will be extending Larsen Parkway approximately 400 feet, <br />including sanitary sewer and water lines, as well as curb and gutter. Mr. Houle <br />suggests looking at installing a sidewalk or trail in the future. <br /> <br />Mr. Houle suggests advertising once in December and once in January, to get <br />around the holiday season. The timeline will allow opening bids on January 23rd, <br />which gives time to review them and be prepared to accept at the February <br />meeting. Also gives the contractor time to get materials and supplies ordered. <br />Council Member Pederson questions what the entire reasoning for this project is <br />and what happens if the development portion of this falls through, and questions <br />whether the city would be on the hook for that. Discussion ensues regarding the <br />need to have a firm commitment from the developers to move forward with the <br />Larsen Parkway project. <br /> <br />Mr. Spiczka states purchase agreements for the hotel are out with the potential <br />entities, however, we have not gotten signed agreements back yet. <br /> <br />MAYOR GARNDER MOVED TO AUTHORIZE ADVERTISING FOR BIDS, <br />PUBLISHING TWICE, COUNCIL MEMBER PEDERSON SECONDED THE <br />MOTION. MOTION CARRIED 3-0. <br /> <br />Mr. Houle discusses the suggestion on the number of publications needed. He is <br />recommending running it twice due to the holiday season. Mayor Gardner agrees <br />that publishing twice would be a good idea. <br /> <br />9.3. Committee Meeting – Main, Front, and NW Area <br /> <br />Mr. Houle updates on the status of the projects in the Main/Front Streets and NW <br />Area. He proposes to meet with the council on a few dates for further discussion. <br />The majority agree that December 14th at 1 pm works best to accommodate staff <br />scheduling. <br /> <br />Mr. Houle says there were several phone calls from developers regarding the city <br />plans. He reminded them that it is only a study at this point. <br /> <br />9.1. Request to Approve Police Department Office Bid <br /> <br />Mr. Roy updates on the Police Department remodel bid. He states we have only <br />gotten one bid from a contractor and electrician at this point and now realizes he <br />needs another one. He will be getting another bid but is waiting for the other <br />contractor to get back to him. States the $122k will cover everything and <br />incidentals. Mayor Gardner discusses funding that we have secured. $50k ARPA <br />Funds, $50k Grant Funds, and $30k carry over. He states we need a motion to <br />approve. <br />
