City Council Minutes <br />December 4, 2023 <br />Page 4 of 9 <br />----------------------------- <br /> <br />COUNCIL MEMBER RONNING SECONDED THE MOTION. MOTION <br />CARRIED 3-0. <br /> <br />Mayor Gardner explains that it is needed to have four fifths vote to publish a <br />summary publication. Since we do not have a minimum of four here tonight, we <br />will need a motion to publish the entire ordinance. <br /> <br />COUNCIL MEMBER PEDERSON MOVES TO PUBLISH THE FULL <br />ORDINANCE. RONNING SECONDED THE MOTION. MOTION CARRIED 3-0. <br /> <br />7. Fire <br /> <br />7.1. Fire District Report <br /> <br />Mayor Gardner updates that we did not get monthly report. He states the Fire <br />District is back to quarterly meetings so he assumes that we will only get <br />quarterly reports from here moving forward. <br /> <br />8. Police <br /> <br />8.1. Police Department Report <br /> <br />Chief Davis updates the graffiti in our park and says it is possibly related to <br />activity in Pine River. He informs the Council Members that our department will <br />reach out to their office for more information. <br /> <br />Council Member Ronning inquires on compliance checks for businesses that sell <br />tobacco products, that was talked about at last month’s meeting, regarding <br />tobacco products and how often those checks are completed. Chief Davis <br />responds that they have an individual that is on board to help with undercover <br />compliance checks for tobacco products. Council Member Ronning would still <br />like to put more of the responsibility for the checks on the establishments and <br />have them do more of the checks themselves. He would like the Police <br />Department to stress the penalties and consequences of not completing them. <br /> <br />Chief Davis updates on the new officers. He states he has received comments <br />from the public on how well they are doing. <br /> <br />9. Public Works <br /> <br />9.1. Public Works Report <br /> <br />Mayor Gardner commends Mr. Schwartz for the reports that he puts together for <br />the sewer and water department. He is impressed with the detail and information <br />that goes into them. <br /> <br />9.2. Larsen Parkway Authorization to Advertise for Bids <br />
