June 28, 2021 Study for Main Street and Front Street City of Pequot Lakes Page 3 WIDSETH We will discuss any possible changes to the street typical sections, including sidewalks, as well as possible streetscape items. 3. We would then prepare a colored strip map(s) of possible improvements, showing the following: • Right -of -Way • City sanitary sewer and watermain (maybe — depending on number of lines) • Storm drainage systems (maybe — depending on number of lines) • Street typical sections, including driving lanes, turn lanes, parking lanes, and sidewalks • Possible streetscape components (e.g. benches, decorative street lights, stamped concrete) 4. Next, we would hold two Public Open Houses (same content each time —just two nights to maximize people / businesses being able to attend). We would also ask the City to send out emails or mailers to parcels a block or two on either side of these street segments. Through our experience over the years, there is a dichotomy of always seeming like you can never communicate enough tempered by not being able to make people provide you input (or, not being able to sit down with every single person at their kitchen table to talk about the project). We do not want to sound negative on obtaining input from the public, but, quite a bit of effort can be spent and one never knows how much is enough (until, usually, and unfortunately, after -the -fact). 5. From these Open Houses, and any input received at City Hall, we would then update the colored strip map(s), provide an estimated construction and project cost (based on per foot costs as well as percentages of construction cost), and an estimated project time line. We would provide this information to the City Council. The City Council can then decide if and how they want to proceed with the project. The City Council may decide not to proceed with any substantial improvements and to just repair pavement (maybe a mill and inlay) and sidewalks as necessary. The City Council may send it back for further Study. The City Council may approve moving it forward into design as presented, or with some adjustments. We can provide these above services for a lump sum amount of $11,600. We anticipate this work would be timed to have the Open Houses in September, with completion shortly thereafter. Once the scope of improvements is determined with this Preliminary Layout Plan effort, we will provide the City with a Final Design and Plan Preparation proposal (this proposal could also include public bidding phase and construction phase assistance).
