City Council Minutes <br /> November 12, 2014 <br /> Page 7 of 9 <br /> projects the City needs to construct. The City will then need to budget that <br /> money over time on what improvements or maintenance it thinks is <br /> necessary. <br /> MnDOT— City Cooperative Construction Agreement <br /> This agreement was intended to follow-up on details of the proposed <br /> layout previously presented to the City. With the Design-Build approach, <br /> we will be having further discussions with MnDOT on how an agreement is <br /> worked out. <br /> In regards to the proposed interchange, MnDOT needed to make the <br /> intersections north and south 3/4 intersections. The Mayor and others at <br /> the City commented back to MnDOT on this. MnDOT is looking at <br /> alternatives that, while probably not providing full access intersections, <br /> should provide added movements near the intersections. <br /> Wastewater Treatment Facility Improvements <br /> We will be submitting the Facility Plan to the MPCA, including an <br /> alternative the City requested. An Environmental Information Worksheet is <br /> required. Before either is submitted a Public Hearing must be held. Tim <br /> Houle the January 6th Council meeting for the public hearing. <br /> Council Member Sjoblad questioned if the Council had any issues with <br /> him contacting local legislators for assistance with the Highway 371 <br /> project. It was the consensus of the Council that Council Member Sjoblad <br /> should move forward with contacting the local legislators. <br /> 9.4. Street Criterial Plan Review <br /> Mike Loven presented the Council with the Street Criteria Plan. . He <br /> explained that the rating of the streets is a tool and not necessarily used <br /> as a decision making process based on the numbers as there are many <br /> other factors to consider. Council Member Pederson stated that although <br /> Akerson Road has a lower score it is in urgent need for repair as it is <br /> under water. Mayor Adams stated that the City should have a workshop to <br /> decide on priority streets that need to be upgraded. Council Member <br /> Sjoblad stated that it may be better to undertake some smaller projects <br /> until there is more information on city-associated costs for the Highway <br /> 371 project. At that time the City can look into combining other projects. <br /> 10. City Clerk <br />
