Schedule-wise, we <br /> started to put together a calendar to layout the major steps to coordinate <br /> with MnDOT, the County, the MPCA, and others. The accelerated <br /> schedule would result in budgeting, saving, and funding assistance <br /> challenges for City. Obtaining grant assistance will be all that more <br /> important, and the 2016 bonding session would be on the tail end of this <br /> schedule. <br /> A couple of weeks ago, we heard MnDOT is going with a design-build <br /> contract and they believe they can have a contract in 2015 with <br /> construction possibly starting early 2016. This change is definitely going to <br /> present some challenges. <br /> Schedule-wise, we have contacted MnDOT and told them that we can <br /> accelerate some coordination items but that we still see the Wastewater <br /> Treatment Facility adjustments being constructed in 2016. Dollar-wise, this <br /> latest accelerated schedule really requires the City to intensify its efforts <br /> on working with legislators and various funding agencies. WSN can assist, <br /> but the City will also need to consult its financial advisors. <br /> Funding Assistance <br /> The City is already on a Project Priority List (PPL) for wastewater projects <br /> around the State. We will need to update the City's position on that list. <br /> 2016 is a State bonding year, so we will have to work with that in the <br /> overall schedule too. WSN has a Funding Assistance Specialist who is <br /> familiar with all kinds of funding programs. Tim Houle suggested forming a <br /> plan where the City seeks the assistance of State agencies as much as <br /> possible to minimize financial consultant costs to the City. <br /> County— City Turnbacks <br /> The Council appointed Dave Sjoblad, Mike Loven, and Tim Houle to <br /> negotiate with the County on turn backs from the County to the City. The <br /> Committee has met on CSAH 11 and County Road 112 and will continue <br /> to meet. We have yet to hear from the County on the existing Highway <br /> 371, although they have asked the City not to make any decisions on this <br /> road until the County gets the City a dollar proposal. There will also be a <br /> dollar amount coming from the County as a City share for the proposed <br /> interchange at CSAH 11. <br /> Regarding City turnbacks, negotiations have started with a listing of <br /> proposed improvements. Once something is negotiated, the County <br /> intends to write a check to the City for the turn backs— not for specific <br />
